Statement of Support for Kingman, Arizona Development Fees

Did you know that each year 600 people, on average, move to Kingman, Arizona? As people from neighboring cities and states discover what a hidden gem Kingman is, people will continue to move here. As the Kingman population grows, the city's costs for maintaining essential services such as fire, police, roads, and parks will increase. 

Currently, Kingman's primary source of income is sales tax. Some big businesses in Kingman have proposed raising sales taxes to pay for our growing city's essential services. The sales tax problem is that it is a regressive tax, which takes a more significant income from low-income earners than from high-income earners. In other words, it unfairly taxes people struggling financially. 

Our city council members and mayor have proposed another option. Enter Development Fees. Development or impact fees are a fee imposed by a local government on a new project to help pay for the extra costs of providing public services. These impact fees reduce the economic burden on local jurisdictions trying to deal with population growth. About 60% of all cities with over 25,000 residents and 40% of metropolitan counties use impact fees on new public services or infrastructure. In some cities or states such as Florida, 90% of communities use Impact Fees. 

Without development fees, our police and fire department will not have the resources to meet Kingman citizens' growing needs. Without a diversified way to raise funds, Kingman roads will fall into disrepair, and communities on the edge of town will not have neighborhood parks for Kingman children. 

Over the following weeks and months, our city staff will recommend the city council adopt impact fees after nearly two years of deliberation with research, workshops, and outside consultants. It has been a thoughtful process with much input from developers on the land use assumptions (the calculations used to determine what the impact fees should look like).
