Kerr County Residents United for Continued Flood Recovery
The Issue
To the Kerr County Commissioners Court:
Nearly a year after the flood, many survivors are still struggling to recover. Families continue to face uncertainty about housing, financial stability, and where to find the help they need.
We, the undersigned residents, disaster survivors, and supporters, call on Kerr County leaders to take immediate action to make recovery more transparent, accessible, and equitable for everyone affected.
We ask Kerr County to:
1. CREATE A CENTRALIZED RECOVERY RESOURCE HUB
Establish a county website that serves as the official source for all flood recovery information.
The website should:
- Be updated weekly with current recovery resources.
- Clearly explain how to apply for each program and who is eligible.
- Be available in both English and Spanish.
- Include links, contact information, and application deadlines.
- For residents without internet access, establish a county recovery hotline where people can receive the same information by phone.
We also ask the County to actively notify residents through phone calls, text messages, email, and social media whenever new recovery resources become available so every survivor knows where to turn for help.
2. CONTINUED SUPPORT FOR RENTERS AND DISPLACED RESIDENTS
- We ask the County to work with local, state and federal partners to secure continued funding for renters and displaced residents as our community recovers.
- Rental assistance to be extended for one year for all eligible renters and displaced people in Kerr County, including assistance for past-due rent, current rent, and future rent.
- Utility assistance to be extended for one year
- Once these programs become available, the County should proactively notify residents through phone calls, text messages, email, social media, and multilingual outreach so every household is aware of available assistance.
3. ADVOCACY FOR CDBG-DR FUNDS
- The only federal funding available after disasters for many long-term recovery needs, such as ensuring survivors have safe and permanent housing, requires Congress to appropriate funding from HUD through the Community Development Block Grant Disaster Recovery program. As of today Congress has not appropriated any of this much needed funding for 2025 or 2026 disasters. We ask that you join us in calling on our members of Congress to act now to ensure that survivors still in need of resources to rebuild their lives have a fair shot.
These requests come directly from the lived experiences of flood survivors across Kerr County.
By signing this petition, you are standing with survivors of the July 4th flood and calling for a recovery that is clear, transparent, and accessible to everyone. Together, we can show the Kerr County Commissioners Court that survivors are paying attention, deserve to be heard, and must have a meaningful voice in shaping our community’s recovery.
