Allow the MHS tuba line to use Contrabass bugles rather than sousaphones in marching band

The Issue

Contrabass bugles provide a much darker and more clear sound when compared to the sousaphone. While offering a better marching experience for tuba players, they would also provide the band with a much better sound overall.
