The Issue

North Clark County, Washington, is known for its serene rural landscapes, a haven for both residents and wildlife. However, the peace and natural beauty of this community are at risk due to plans by the Old Apostolic Church of Woodland to construct a massive 40,000 square foot mega-church, accompanied by a 4,000 plot cemetery, 2,000 square feet of outbuildings, and expansive parking lots at the corner of NE 359th and 119th Avenues. Key Concerns:

  • This Type III application of proposed development is to be located on land zoned for rural residential use, completely ill-suited for such an imposing build. Introducing such large-scale construction and development will irreparably change the face of this rural neighborhood and disrupt the lives of all those who call this area home.
    •  The beautiful nighttime starry skies will be obstructed with light pollution.
    • Seasonal migratory birds will be disrupted.
    • This area and roadways are prone to flooding during the rainy season and covering 14 acres of land with concrete will jeopardize local residents' homes.
    • A church and cemetery will generate much more traffic all during the week as people come from out of the area for weekly meetings, services, weddings, and funerals. It will not just be disruptive on Sundays.

 

  • This construction will not only disrupt the rural aesthetics of the area but will also pose significant environmental threats to local flora and fauna.
    • The planned site will compromise habitats for local wildlife, including species of concern such as trillium, great blue herons, hawks, owls, songbirds, and migratory birds that depend on this landscape for survival.
    • The land alteration required will destroy crucial ecosystems and disturb the natural balance that residents and nature themselves have depended upon for generations.
    • The headwaters of Mason Creek begin near here and run through several adjacent properties.
    •  Having a cemetery on that land will jeopardize the watershed for residents and wildlife as bodies decompose and pollute the aquifer.

 

  • Additionally, this development presents serious public health and infrastructure concerns.
    • The construction of the church and cemetery plots and increased human activity associated with such a large establishment are likely to pollute residential wells and septic systems, leading to potentially severe health hazards for the current inhabitants.
    • According to the plans listed on the county website, they intend to hook the church up to public water in an area that is traditionally on private wells and septics. This will tear up the roads and people's driveways for who know how long and potentially damage other services such as internet and phone lines.
    • Further down the line, taxpayers could be burdened with significant costs as government funds may be required for road expansions and the construction of a roundabout to accommodate the anticipated increase in traffic, putting additional financial strain on the community.
    • Many residents are worried that their privately owned property may be subject to eminent domain to compensate for the increased traffic and road construction in the future.

What we request:

  • While understanding the growth needs for religious communities, it's crucial for this development to happen in a location better suited to handle such an expansion.
  • Instead of fast-tracking the approval process, we urge local authorities to conduct thorough environmental assessments and community impact studies, ensuring this rural neighborhood's preservation is prioritized.
  • The county and the applicant need to have more transparency on the process and increase their notifications to a mile or more radius from the proposed project to increase resident trust. The Type III application wording in the county code is vague and nebulous.
  • We believe that development should not come at the cost of our environment, our safety, or our hard-earned community funds. Preserving the integrity, charm, and character of North Clark County's rural areas is a responsibility we all share. Let's preserve our tranquil environment and honor the heritage of those who have built their lives here.
  • We urge the local government and planning authorities to reconsider the approval of this construction project. Let us protect our beloved landscapes and ensure any development is in harmony with the existing character of North Clark County. Your support is crucial in making our voices heard and preserving our precious rural vistas for future generations.
