The council have obviously told the chapel to leave the gate open all summer holiday and they would then deal with it. 
I got an email from the access officer Alan Bannister saying as the gates have been open he would be minded to do anything about it. Then 1 week later the gates are locked again. 
the council are obviously in collusion with the chapel over this matter and are trying to side with the chapel as we also have a land dispute going on at the same time as there carpark is built on 25ft of ground that doesn’t belong to them and then they lease that land to the school as part of there car park. 
The council are not interested in a right of way and are attempting to play for time and shut this right of way that we have used for decades. 
gaslighting the local community is exactly what they’re doing.
