Keep the fun - Fix the Risk. Introduce National Safety Laws for Youth E-Bike Riders

The issue

This petition calls on the Australian Government, led by the Hon Catherine King, Minister for Infrastructure, Transport and Regional Development, to initiate an urgent national review of youth e-bike safety laws and work with states and territories to introduce consistent safety standards.

This call follows a serious incident that highlights growing risks for pedestrians.

In December 2025, a young woman named Holly was crossing the road outside the Harbord Hotel in Freshwater when she was struck by an e-bike carrying two boys aged 12 and 13 riding double. Recognising this was a NSW incident, we also urge John Graham, NSW Minister for Transport, Arts, Music and Nighttime Economy, to actively support this review.

The collision caused severe facial and dental injuries. Holly now faces more than $42,000 in dental reconstruction costs, through no fault of her own.

Because the riders were minors and there was no CCTV footage, there is currently no clear pathway for accountability or compensation.

Holly’s case is not an isolated incident. Across Australia, injuries involving high-powered e-bikes and young riders are increasing, particularly in pedestrian areas and on shared paths.

In many cases, the outcomes are far more devastating. Holly is one of the fortunate ones. While her injuries are serious, others have suffered life-altering trauma and serious financial implications through no fault of their own. Some have been fatal.

Her story, and the increase in stories like Holly's, highlight a growing gap in safety regulation and accountability.

Without stronger and nationally consistent laws, these incidents will continue.
We are asking the Federal Government to lead a national review and work with states and territories to strengthen safety laws for youth e-bike use, including:

• Clear national minimum age requirements for riders
• Restrictions on carrying passengers by young riders
• Stronger enforcement of unsafe riding in pedestrian and shared spaces
• A clear framework for accountability and compensation when accidents occur

E-bikes can be a valuable form of transport. Reform is not about removing that benefit. It is about ensuring safety standards keep pace with the rapid growth in the use of powerful e-bikes by children.
