The Issue

 

Residents request reevaluation of the proposed redistricting plan. District capacity data, transportation efficiency, and proximity mapping do not indicate that removing these neighborhoods is necessary to meet redistricting goals. The proposed assignment disrupts an established feeder pattern, introduces longer and less efficient transportation routes, and does not align with options previously presented to the community.

 

Key Points

1.    Capacity Data Confirms Our Area Is Not Needed for Balancing

All capacity and enrollment figures shown below come directly from the district’s November 7, 2025, redistricting presentation and published maps. The district’s two largest increases Fishers JH (+145) and Sand Creek Intermediate (+173) are driven by changes outside our block of neighborhoods. Their capacities are met regardless of whether these neighborhoods move. 

Fall Creek JH
• Current: 983
• Proposed: 927
• Utilization: 88% (within target)

Fishers JH
• 841 → 986 (+145), the largest increase districtwide; data does not show our area is required for this increase.

Sand Creek Intermediate
• 722 → 895 (+173), the largest intermediate increase; does not rely on our area.

HSE Intermediate
• 700 → 591 (95% utilization), meets targets without removing additional neighborhoods.

Overall: Capacity targets are met without reassigning this neighborhood.

 

2.    Neighborhood Student Counts (as shown in district maps)

• Elementary: 236 students
• Intermediate: 101 students
• Junior High: 77 students

These totals represent a small percentage of each school’s enrollment. Districtwide increases of +145 at Fishers JH and +173 at Sand Creek Intermediate confirm this neighborhood is not needed for balancing.

 

2.    Transportation Efficiency

At the redistricting open house on October 20, 2025, a Woolpert representative stated that this area aligns best with Hamilton Southeastern High School which is down the street from Fall Creek Intermediate and Junior High. Buses currently travel north- south along Summer Road and Olio Road to reach the Fall Creek Campus. The proposed schools require longer east- west routing, which Woolpert identified as less efficient for both mileage and time. 

 

3.    Proximity Mapping

District proximity maps show that Fall Creek Intermediate and Junior High are geographically closer to these neighborhoods than the schools proposed for reassignment.

 

4.     Feeder Pattern Disruption

Our block of neighborhoods is directly adjacent to areas that remain assigned to Fall Creek Intermediate and Junior High. The current proposal removes only our block, creating a noncontiguous boundary. This approach conflicts with the district’s goal of maintaining consistent feeder patterns.

 

5.    Program Continuity

Reassignment disrupts consistency for athletics (including Mudsock alignment), music programs, and specialized academic programs that rely on stable 5–12 feeder pathways.

 

6.    Impact on Students Requiring Consistent Services

Students with IEPs benefit from stable routines and consistent support teams. Additional transitions increase service disruptions.

 

7.    Short-Term Scope of Plan

The district presentation indicated the proposal addresses short-term pressures, increasing the likelihood of additional future boundary changes.

 

8.    Final Recommendation Does Not Reflect Community Options

The district-presented Options 2, 3, and 4 did not include the configuration now being proposed, and the neighborhoods did not have an opportunity to provide input on this version.

Reevaluate boundaries affecting this area with attention to capacity data, transportation efficiency, and feeder consistency.
Recognize the Fall Creek pathway as the safest and most efficient transportation alignment.
Ensure consultants receive complete historical redistricting context.
Maintain continuity in athletics, music, and specialized programs.
Minimize transitions for IEP students and others requiring stable support.
Hold additional meetings for affected neighborhoods.
Provide guaranteed busing for high school choice.

Conclusion

Capacity, transportation, proximity, and feeder-path considerations do not support removing this neighborhood. The community requests that the district preserve the Fall Creek Intermediate and Junior High feeder alignment and reevaluate the proposed redistricting assignment accordingly.
