Currently there is no regulation when a child seventeen and younger leaves the country. Anyone person can take our children outside of this country without any interference from proper authorities. It is suggested we lobby for a law where the childrens passport has the names of their parents or guardians where these would be the only people allowed to take the child out of the country, and if the parent or guardian request another adult to take the child out of the country, the parents or guardians would then complete a special form only notarized by an official goverment worker like the U.S. Postal Office to allow such travel.
