Keep everyone safe on Gloria Drive
The Issue
We, the undersigned, respectfully request that the Town of Penfield establish a convenient centralized brush drop off location that will be significantly safer for all our town residents and eliminate the added five miles or so that the public will add to their transport of brush and yard debris. The plan to moving the brush drop off from Jackson Road DPW facility to the Southern end of Gloria Drive we have some serious concerns with the safety of all that currently use and those that will be travelling to Gloria Drive to drop their brush.
We understand that the town does not have any plans to move the brush drop off back to the DPW Facility on Jackson Road and have the option with the Penfield School District to renew every two years indefinitely. Currently the Penfield School District has no future plans for this land. The town has stated that the brush drop off will remain at Gloria Dr for a minimum of 3-5 years. There will be the clearing of 5 acres of woods and the need to haul in 5 acres of stone to create a parking lot and storage area for various DPW equipment. This will be open year-round and will have a paved gated entry and fencing.
Anyone who has used the brush drop off on Jackson Road is familiar with the popularity of it and has witnessed as much as 10-15 vehicles/trucks/trailers per hour dumping yard debris. This alone will be a significant increase in traffic on Gloria Drive going to and from this proposed site. In addition, any contractor with a dump truck, with a Town of Penfield resident riding with them, is permitted to use this site.
Our bigger concern is the safety of everyone using Gloria Drive. In addition to the obvious dangers of the lack of sight distance at the Penfield Road intersection, the nature of Gloria Drive poses many safety concerns as well. Gloria Drive is a very narrow road with zero shoulders, several blind hills and of course drifting snow in the winter. This road is already pushing the edges of safety with the current traffic, school buses, delivery vehicles and wide oversized farm equipment. It is not conducive to the expected increase of traffic as well as a substantial volume of dump trucks that will be continuously transporting equipment from the Jackson Road facility up Atlantic Ave and then South on Gloria. It is expected that it will take at least two months of numerous dump truck trips to haul in 5 acres worth of stone for the parking lot. There will also be the hauling out of the mulch that will be chipped up from the brush dump. That will be hauled back up Gloria drive over several blind hills to be delivered to the Town Hall location on Atlantic Ave.
It is important to remember that dump trucks are large heavy vehicles that are difficult to maneuver and take a long time to come to a stop. Additionally, because of their size and weight accidents with dump trucks often result in severe injuries or even fatalities. Combining this reality with dangerous intersections, narrow roads with no shoulders, coming over blind hills and meeting up with large farm equipment, school buses, a bicyclist and so on, all contribute to significant safety concerns and risks with putting the public in harm’s way.
Are the risks, additional costs and liability worth creating a brush dump off site in an area that is five miles further out of town and was designed to be quiet open space. The local people do not need this service or the added risks to their daily commutes.
