Keep Clarke Street Open Until Hambledon Road Is Completed

We are calling on Blacktown City Council and Transport for NSW to keep Clarke Street open until Hambledon Road is completed and operational.

We strongly oppose closing Clarke Street and redirecting additional traffic and bus services through Brilliant Street, Rouse Hill, for the proposed interim period.

Why are we concerned?

Brilliant Street is already a busy residential street. Residents experienced the impact when Clarke Street was temporarily closed around Christmas last year.

During that short closure, traffic on Brilliant Street became so heavy that some residents could not get their cars out of their driveways, and the continuous traffic flow made it extremely difficult to safely turn into Brilliant Street.

The proposed closure is not simply about buses. Additional general traffic from Box Hill, Marsden Park and Grantham Farm is also likely to use the surrounding road network, adding further pressure to Brilliant Street.

This could last five years or more

Our main concern is the timing.

Why close Clarke Street before Hambledon Road is completed and operational?

If Hambledon Road is still five years or more away, this is not a short-term inconvenience. Residents could face years of additional:

Traffic and congestion
Difficulty accessing driveways
Road noise
Safety concerns
Reduced residential amenity
Residents should not be expected to bear this impact for several years when the planned alternative road connection is not yet available.

Garfield Road East – already significant impact

Residents living near Garfield Road East are already experiencing significant traffic and road noise.

The planned expansion to four lanes and ultimately six lanes is expected to increase traffic and noise further.

Some residents have already raised concerns with Transport for NSW regarding noise impacts, including requests for additional noise mitigation.

Adding further traffic to Brilliant Street will compound the existing impact.

We are asking Council and TfNSW to properly consider the cumulative impact of Garfield Road East, surrounding population growth and the proposed Clarke Street closure.

Parking concerns

We are also concerned about proposed No Parking restrictions on Brilliant Street.

Removing roadside parking while increasing traffic will make it difficult for residents to accommodate visitors, tradespeople, deliveries and service providers.

What are we asking for?

We are asking Blacktown City Council and Transport for NSW to:

1. Keep Clarke Street open until Hambledon Road is completed and operational.

2. Do not redirect additional traffic and bus services through Brilliant Street during this interim period.

3. Provide transparent traffic modelling showing the expected impact on Brilliant Street.

4. Consider the cumulative impact of traffic from Box Hill, Marsden Park and Grantham Farm.

5. Reconsider the proposed No Parking restrictions on Brilliant Street.

6. Reassess the noise impact and consider appropriate noise mitigation, including a noise barrier along the Garfield Road East side.

7. Consult directly with affected residents before implementing these changes.

Please support local residents

We understand that the Rouse Hill, Box Hill, Marsden Park and Grantham Farm areas are growing and that long-term improvements to the road network are necessary.

However, closing Clarke Street several years before Hambledon Road is ready simply transfers the problem to an already busy residential street.

We are asking for a practical and fair solution:

Keep Clarke Street open until Hambledon Road is completed and operational.
