Kaylan's Law - Increase Minimum Sentencing for Death by Dangerous Driving
The Issue

In June 2022 the law changed in relation to death by dangerous driving, allowing courts to order a life sentence for incidents occurring after this time.
However at present, the guidelines show a starting point of only 3 years and only reach a maximum starting point of 12 years. Ranging from 2-18 years in total. The guidelines do not reflect the new law or maximum life sentence available - as well as reflecting a sentence as low as 2 years. Meaning someone guilty of this offence could receive a 2 year sentence and be out of prison in 1 year.
Our family has been shattered and feel utterly let down by the justice system that is there to protect us. Kaylan Hippsley, a bright 13-year-old boy, was handsome, clever and witty. Kaylan loved sports especially rugby, he was deeply loved and was taken from us far too soon.
Kaylan was hit by Harley Whiteman, a 19-year-old intoxicated driver, who admitted to drinking and sniffing cocaine before he hit Kaylan. Has shown no remorse, he fled the scene leaving Kaylan for dead and even had returned later to the scene tried to stop aid being given to kaylan stating ""Do you think I give a f*** about this kid on the floor? Why the f*** don't you all just leave him and stop doing that".
Whiteman pleaded guilty and received only a sentence of 6 years and 9 months at Merthyr Crown Court on 30.4.24 by Judge Jeremy Jenkins. Of this sentence, he will serve just 2 years in a juvenile detention centre and 1 year in prison before he is free to continue with his life again. He is 19 years of age and is NOT a youth offender.
The punishment received does not fit the crime. The loss of Kaylan's life is permanent; the consequences for his killer should reflect this harsh reality.
We are not alone in our grief - every day, families across the country face similar heartbreak due to dangerous driving. In England and Wales alone, there were 1,752 reported road deaths in 2019 (source: Department for Transport). Despite these alarming numbers, sentencing guidelines remain lenient for those convicted of causing death by dangerous driving.
We believe that change is needed urgently to deter reckless behaviour on our roads and deliver justice to victims' families like ours.
We call upon lawmakers to increase minimum sentences for death caused by dangerous driving offences. Please sign this petition if you agree that no family should have to endure this pain and the law should protect those who are victims of such awful crimes
