Kansas High School sport classification multiplier for private and open enrollment schools

The Issue

Today the public and private schools in the state of Kansas are classified by enrollment alone.  Private and public schools with open enrollment have a distinct advantage in recruiting or accepting student athletes from wider areas than a normal public school.   This creates a competitive disadvantage and in some cases safety issues.  The data is hard to ignore and other states have adopted a multiplier to help maintain a competitive situation.  If not recruiting a schools ability to accept talent from any location can allow skilled players to assemble at specific schools.  A thorough study and analysis needs to be done in the geographical make up of student athletes at private and open enrollment schools and a multiplier applied to appropriately classify them in the KSHSAA system.
