Make it a requirement for breeders to have licences.
The Issue
Hello,
I am a grade 10 student from Ontario, Canada. For my civics action plan project I have decided to focus on animals, mainly dogs. I have always been very passionate about dogs. That is where I came up with the idea for my civics action plan. I wanted to create a better life for dogs. To do this I came up with multiple ideas. One was to increase the amount of adoption from animal shelters by having more shelters in populated areas. I also wanted to have more regulations for dog breeders such as not allowing over breeding or breeding within a family. Lastly I wanted to have a required license for breeding dogs in Canada as there is not one.
The part of my civics action plan that this petition is focusing on is of course creating a mandatory licence for dog breeders. In Canada to this date there is no process that breeders must go through to be able to breed dogs. While there are clubs such as the CKC (Canadian Kennel Club) that breeders can register with, while it is not mandatory. This means that almost anyone can become a breeder. Inbreeding is when breeders breed dogs that are closely related. This causes dogs to have genetic defects. This is very common in purebred dogs. Since purebred dogs are only bred within their breed. Breeders continue to do this knowing that it lowers the quality of life for the dogs. According to the Animal Charter of Rights and Freedom animals under human care have the right to be free from pain, injury, or disease. Which irresponsible breeders would disregard those rights. I feel with more regulations including a process that people have to go through to receive a breeding licence will reduce the amount of irresponsible breeders. Bettering the lives of the dogs.
