Justice4James-Fully exonerate and immediately release James H. Fowler, III from incarceration because he is innocent of any involvement in the murders for which he was convicted in 1994.

The Issue

I believe this petition is very important, and is in the Interest of Justice because for the last 20 plus years, an innocent man has spent his life in prison for a crime that he did not commit. In April of 1994, at the age of 22, my brother, James Henry Fowler became aware of a warrant that was issued for his arrest for murder.  James, along with his then attorney, Christopher Davis, turned himself in to the Prince George's County, Maryland Homicide Detective(s) and was arrested and charged with 2 counts of murder and one count of attempted murder.  Thirty days after his arrest, James had a preliminary hearing on these charges in the District Court of the State of Maryland, and all charges were dismissed against him.  Once James was brought back to Upper Marlboro County, Maryland County jail, two Homicide Detectives were waiting for him and took him to P.G. County Homicide Station, where the recharged him for the same crime that the Judge had just dismissed.  After recharging James with murder, he was sent back to the county jail and was somehow still released that same day and spent three days at home until his attorney made it known to him that he had to turn himself in for a second time. Since day one of his arrest, James has always been adamant about his Innocence.  On December 8th, 1994, James went to trial in Prince Georges' County, Maryland Circuit Court and was found guilty by a jury of 12 on all counts and was sentenced to Double Life without parole, plus 60 years.  In 1998, the surviving victim in James' case, Tomar Locker (whom falsely testified against James), went out in broad daylight and killed Rueben "Ratman" Bell, whom was the actual perpetrator of the crime that James was arrested for.  When Tomar Locker was arrested for the killing of Rueben Bell, he confessed to D.C. Homicide Detectives that he killed Bell, and that his reason for killing Bell was because Rueben Bell was the person directly responsible for shooting him and killing two others in the 1994 case that my brother, James, was found guilty for.   *During these past 20 plus years, my brother, as well as our family, loved ones, and friends have been continuously claiming and showing his innocence while fighting for his freedom.  This period of time has been a tremendous burden on our family and loved ones.* James has not given up on life.  He continues to grow mentally, spiritually, and physically, while spending his time and days reading, speaking with and mentoring younger inmates, working out, programming within the institutions and securing all possible certifications. Once James is released from prison, his family and loved ones will provide him with the emotional and financial support that is so needed to ensure that he is given a fair chance at becoming a positive, productive citizen in society.  We will also assist him with his passion, which is to mentor the youth through his Non-Profit Organization, which will be available soon.  James has much to offer society, when given the opportunity to do so.  He is a very positive, productive, spiritual man whose belief is in Jesus Christ, and the Christian way of life.
