Pakistan is witnessing a deadly collapse of public safety. Within days, our nation has faced three horrifying tragedies, two major fires and one infrastructure disaster, proving that our buildings and streets are no longer safe for ordinary citizens.

1. Gul Plaza Fire, Karachi (January 17, 2026)
2. Indigo Hotel Fire, Lahore (January 24, 2026)
3. Woman and Children Dragged into a Hole/Open Drain, Lahore (January 28, 2026)
   
   These were not “accidents.”
   These were preventable disasters caused by negligence, weak enforcement, and institutional failure.

We, as citizens of Pakistan and members of the Youth Justice Network, demand justice, accountability, compensation for victims, and immediate reforms to stop such tragedies from repeating.

 
Background

Pakistan has laws, building codes, and safety regulations, yet every few months, we watch people die because these laws are not enforced.

• In Karachi, a commercial building (Gul Plaza) became a death trap due to lack of proper safety compliance.
• In Lahore, a hotel fire (Indigo Hotel) again exposed the failure of fire preparedness, inspections, and emergency response.
• And in Lahore again, a woman and children were dragged into an open hole/drain, a horrifying reminder that even basic civic safety is missing.

These tragedies reveal a painful reality: our institutions react after deaths occur, but fail to prevent deaths before they happen.

 
The Problem

1) Unsafe Buildings Turning Into Death Traps
Fires in public buildings do not become mass tragedies unless there are serious safety failures such as:

• blocked or insufficient emergency exits
• non-functional fire alarms and extinguishers
• lack of sprinklers/hydrants
• illegal wiring, gas hazards, and unsafe basements
• overcrowding without evacuation planning

2) Regulatory Failure & Negligence

If inspections were real, these buildings would not operate without compliance.
This is not only a failure of owners, it is a failure of the departments responsible for:

• approvals
• inspections
• enforcement
• emergency preparedness

3) No Accountability After Deaths

In Pakistan, tragedies often end with:

• temporary media coverage
• sympathy statements
• short inquiries
• no prosecutions
• no permanent reforms
• Victims are forgotten, while negligence continues.

4) Deadly Civic Infrastructure

The Lahore incident where a woman and children were dragged into an open hole/drain is a brutal example of:

• uncovered manholes and drains
• broken roads and unsafe construction zones
• absence of warning systems and barriers
• criminal neglect by municipal authorities

A society where citizens can be swallowed by open drains is not a functioning system — it is a humanitarian failure.

5) Citizens Are Left to Suffer Alone

Families lose their loved ones, survivors suffer injuries and trauma, and yet:

• compensation is delayed or denied
• medical expenses become a burden
• justice remains out of reach

 
Our Demands

We, the undersigned citizens, demand:

1) Independent Judicial Inquiry
A Supreme Court–mandated or High Court–supervised independent commission to investigate:

• Gul Plaza fire (Karachi)
• Indigo Hotel fire (Lahore)
• Lahore open drain/hole tragedy

including who was responsible, who failed inspections, and who enabled unsafe operations.

2) Criminal Accountability & FIRs
Immediate registration of FIRs and prosecution against:

• building owners and management
• safety officers and contractors responsible for violations
• officials and inspectors who approved or ignored safety hazards
• municipal departments responsible for uncovered drains and unsafe roads
• No more “inquiries” without arrests and legal action.

3) Compensation for Victims
Immediate compensation packages for:

• families of deceased victims
• injured survivors
• affected workers and families

Compensation must not be charity, it must be treated as a legal obligation.

4) Mandatory Fire Safety Audits
Regular and unannounced fire safety audits for all:

• malls, plazas, and commercial buildings
• hotels and event venues
• hostels, schools, and universities
• with strict penalties, sealing, and license cancellation for non-compliance.

5) Public Disclosure of Safety Compliance
All building approvals and safety compliance reports must be made public through official portals, including:

• NOCs and inspection reports
• emergency exit plans
• fire safety certifications

Citizens deserve transparency before entering or investing in any building.

6) Emergency Preparedness & Rescue Readiness
Mandatory:

• fire drills and evacuation training
• emergency response systems in buildings
• functioning fire alarms and firefighting equipment
• rapid response coordination between rescue services and local authorities

7) City-Wide Crackdown on Open Drains & Public Hazards
Immediate survey, repair, and safety coverage of:

• open drains
• uncovered manholes
• sinkholes and road collapses
• unsafe construction zones

and strict penalties for negligence.
 
Why This Matters

The tragedies of Gul Plaza, Indigo Hotel, and the Lahore open drain incident are not isolated incidents. They are part of a wider crisis where:

• negligence is normalized
• inspections are compromised
• corruption overrides safety
• citizens pay with their lives

If the government cannot ensure safe buildings and safe streets, then it is failing its most basic duty: protecting human life.

This petition is not only about these three incidents, it is about ending a culture of impunity in Pakistan’s public safety system.

We demand reforms, justice, and accountability, before the next tragedy happens.
