We, the families, relatives, and concerned citizens of Indian nationals currently imprisoned in the State of Kuwait, are appealing for urgent action on their behalf.

While citizens of several other nations, including Sri Lanka, Pakistan, Afghanistan, Nepal, and Bangladesh, regularly benefit from prisoner transfer/deportation  protocols with Kuwait, over 500 Indian citizens, many serving sentences exceeding 15 years, remain detained without effective execution of the Transfer of Sentenced Persons Agreement between India and Kuwait. Every year, the required transfer paperwork is duly collected from our family members in custody, yet it has not translated into repatriation for anyone so far. We appeal to both Governments to jointly identify and clear this bottleneck so eligible prisoners can finally be brought home.

Many of these individuals have now spent 6 to 7 years or more away from their homes and families, several on charges related to drug use or possession. Their prolonged absence has left aging parents, spouses, and children without emotional and financial support, pushing many families into hardship.

We respectfully request on the Ministry of External Affairs and the Embassy of India in Kuwait to take the following steps:

1).  Expedite the pending applications under the Transfer of Sentenced Persons Agreement so eligible detainees can serve the remainder of their sentences in India, close to their families. 

2).  Strengthen access to dedicated legal counsel for those with no relatives in Kuwait to help them find a lawyer, since court-appointed defense largely limits itself to paperwork and does not provide translation for non-Arabic speakers or a genuine case review.

3). Ensure fair and equal treatment in living conditions, medical access, food, clothing, and labour assignments, on par with prisoners of other nationalities.

 4). Facilitate structured, regular consular visits and reliable communication between long-term detainees and their families in India.

We urge the Ministry of External Affairs and the Embassy of India in Kuwait to take up this matter at the highest diplomatic levels, working constructively with the Government of Kuwait to bring long-overdue relief to these families.
