The Issue
The defendant in this case missed his arraingment on 4/25 because he was vacationing with his family. I'm sure Victor Rao would like to be vacationing with his family but Christopher Chin took that away from him on the night of February 17, 2012 when he decided to get drunk and behind the wheel of a car. He should never have been allowed to leave the state when he had a court date scheduled. After reading the description below of the havoc he wreaked on the Rao family, you too will be as outraged as I am. He needs to be punished to the fullest extent of the law....and sadly that is not even enough compared to the pain and suffering he inflicted on this beautiful family
On February 17, 2012, An ex-con Christopher Chin, 29, of Eric Lane, was drunk and driving his ex-girlfriend’s Chevrolet sedan without permission when he barreled through a stop sign at the intersection of Bancroft and South Railroad avenues and t-boned a white BMW, lifting it off the ground three feet and sending it into a utility pole.
Victor and Wilma Rao, were inside the BMW. Victor Rao, 51, who was in the passenger seat, was in critical condition in the intensive care unit at Staten Island University Hospital, Ocean Breeze until he was released to the Kessler Institute for a physical, occupational and speech therapies and Traumatic Brain Injury he sustained due to Christopher Chins recklessness.. Mr. Rao was on a respirator, with several broken bones in his face and a broken pelvis, and needed a tracheotomy.
Wilma Rao, 56, who was driving, was released from the hospital a few days after the accident. However, she had a broken collarbone and broken pelvis.
Police said Chin admitted to having “a few drinks,” and had bloodshot, watery eyes, a flushed face, slurred speech, and the odor of an alcoholic beverage on his breath. Though he submitted to a blood test at the hospital, his blood alcohol content wasn’t listed in the criminal complaint against him.
“I was driving,” Chin told police, according to the complaint. “When I got into the accident, I called my girlfriend and I told her I was sorry I got into an accident and wrecked her car.”
Police said the car’s owner, who they identify as an “ex-girlfriend,” didn’t give him permission to drive it.
Chin is charged with two counts of second-degree vehicular assault, a felony, as well as third-degree assault, third-degree unauthorized use of a vehicle and driving while intoxicated, said Peter N. Spencer, a spokesman for District Attorney Daniel Donovan.
Public records show Chin served nearly two years in prison on a 2007 attempted robbery conviction. He was conditionally released in June 2009, and finished his parole in October 2010.
Victor Rao, a theater actor who’s performed in several Staten Island productions, turned his decoupage hobby — a form of decorative art that consists of cutting, pasting and varnishing paper images onto objects like serving tables — into a business venture in the early 2000s.
