Justice for Victims of the Allan Memorial MKUltra Experiments – Call for a Public Inquiry
The Issue
Between 1943 and 1966, hundreds of patients at the Allan Memorial Institute in Montreal were subjected to unethical and inhumane psychiatric experiments. Conducted under the direction of Dr. Ewen Cameron and funded in part by the CIA’s MKUltra project, these so-called “treatments” included forced drugging, extreme sensory deprivation, and electroshock therapy—often without informed consent.
These experiments were not healing; they were human rights violations. They destroyed lives, tore families apart, and left intergenerational scars that survivors and their families still carry today.
Despite the severity of these crimes, there has never been a full public inquiry in Canada to uncover the truth, acknowledge the victims, and provide justice. For too long, this dark chapter has remained hidden in the shadows of history.
We, the undersigned, demand that the House of Commons in Parliament launch a comprehensive public inquiry into the Allan Memorial Experiments. This inquiry must:
- Expose the full scope of the experiments and the role of both Canadian authorities and the CIA
- Provide survivors and their families a platform to share their stories
- Deliver a formal apology and reparations to victims
- Ensure safeguards are in place so such abuses never happen again
A public inquiry is not only a matter of justice—it is a moral responsibility. Canada must acknowledge its role, hold those responsible accountable, and help victims and their families find healing.
