Justice For Victim's & Survivor's of Abuse
For far too long, children—both boys and girls—have suffered in silence as victims of generational abuse. I am a survivor, and I know firsthand how this harm is passed down through fear, shame, and secrecy, destroying lives and stealing innocence.
The time for silence is over.
What was done to us does not define us, but staying silent only protects the abuse. I refuse to be silent anymore. To all survivors: you are not alone, and what happened to you was never your fault. By speaking our truth, supporting one another, and standing together, we can break these cycles once and for all.
I am calling on survivors everywhere to stand with me—to reclaim our voices, choose healing over shame, and end the generational abuse that has gone on for far too long. Together, we break the cycle. Together, we end the silence. Together, we protect the next generation and rise.

A Bill to Protect Victims of Family Violence and Abuse and to Ensure Accountability for Those Who Fail to Act.
SECTION 1. SHORT TITLE
This Act shall be known and may be cited as “The Victim's & Survivor's of abuse Law.”
SECTION 2. PURPOSE AND INTENT
(a) The purpose of this Act is to strengthen protections for victims of family violence and abuse by establishing a legal duty for adults who witness, are aware of, or have reasonable cause to suspect ongoing abuse within a family or household.
(b) It is the intent of the legislature to ensure that no individual suffers harm or death at the hands of a family member because others remained silent, indifferent, or failed to take reasonable steps to protect them.
(c) This Act is enacted in honor and loving memory of Victim's & Survivor's whose life inspires this commitment to justice, accountability, and protection for vulnerable individuals.
SECTION 3. DEFINITIONS
For the purposes of this Act:
“Abuse” means any act of physical violence, sexual abuse, emotional abuse, neglect, exploitation, or coercive control committed by a family or household member against another.
“Family or household member” includes spouses, former spouses, parents, children, siblings, domestic partners, guardians, caregivers, individuals related by blood or marriage, or individuals residing together.
“Adult” means any individual eighteen (18) years of age or older.
“Knowledge of abuse” means:
(a) Actual observation or firsthand awareness of abusive conduct;
(b) A disclosure made to the individual by the victim or by a credible third party;
(c) Possession of facts or circumstances that would lead a reasonable person to suspect that abuse is occurring.
“Failure to act” means not reporting, intervening, assisting, or taking reasonable steps to protect the victim, as described in Section 5.
SECTION 4. DUTY TO REPORT AND ACT
(a) Any adult who has knowledge of ongoing family violence or abuse shall be required to take reasonable steps to protect the victim.
(b) Reasonable steps include, but are not limited to:
Reporting suspected abuse to law enforcement or child/adult protective services;
Assisting the victim in safely contacting authorities;
Seeking emergency help if the victim is in immediate danger.
(c) This duty applies regardless of familial relationship to the victim or perpetrator.
SECTION 5. LIABILITY FOR FAILURE TO ACT IN CASES RESULTING IN SERIOUS HARM OR DEATH
(a) An adult with knowledge of family violence or abuse who willfully fails to act, and whose failure contributes to or enables:
Serious bodily injury to a victim, shall be liable for a felony offense of Failure to Protect;
The death of a victim, shall be liable for a felony offense of Aggravated Failure to Protect, punishable by imprisonment, fines, or both, as defined by the jurisdiction.
(b) Criminal liability under this section is in addition to civil liability. The victim or the victim’s estate may bring a civil action for damages resulting from the individual’s failure to act.
SECTION 6. AFFIRMATIVE DEFENSES
It shall be a defense to prosecution under this Act if the accused individual can demonstrate that:
Acting or reporting would have placed the person, their children, or other dependents in immediate danger of severe harm;
The person made a good-faith effort to seek help or report the abuse by alternative means;
The person reasonably believed the abuse had already been reported to the appropriate authorities.
SECTION 7. IMMUNITY FOR GOOD-FAITH REPORTING
Any adult who, in good faith, reports suspected abuse or takes reasonable steps to protect a victim shall be immune from civil and criminal liability arising solely from such actions, except in cases of intentional false reporting.
SECTION 8. TRAINING AND PUBLIC AWARENESS
(a) State agencies responsible for child protection, adult protection, and domestic violence services shall develop training and public awareness materials outlining the obligations created under this Act.
(b) Materials shall be made available to schools, medical providers, law enforcement agencies, social service providers, and the general public.
SECTION 9. SEVERABILITY
If any provision of this Act is found unconstitutional or invalid, the remainder of the Act shall remain in full force and effect.
SECTION 10. EFFECTIVE DATE
This Act shall take effect on ______TBD______, and shall apply to all offenses committed on or after that date.
