We are calling on the County of Maui to take responsibility for the tragic, preventable death of firefighter Treʻ Puʻuwailaʻahiaolopakaamelehuanani Evans-Dumaran. Treʻ lost his life on February 4, 2023, while responding to flooding in Maui, sent into hazardous conditions without adequate safety protocols or protection.
Despite clear evidence of reckless behavior and multiple OSHA violations, the County of Maui has not taken the necessary steps to ensure this never happens again. We ask for your support in demanding justice for Treʻ and stronger protections for all firefighters.

Petition:
On February 4,2023, Treʻ Evans-Dumaran, a 24-year-old firefighter, tragically lost his life in a preventable accident while responding to flooding in Maui. Treʻ was ordered into dangerous waters without the necessary safety equipment or adequate training, as confirmed by OSHA’s findings of serious violations against the Maui Fire Department.
The issues within the Maui Fire Department go beyond this single incident. Over the years, there have been close calls and injuries that could have been prevented if the department's leadership had consistently enforced safety standards. Many of these issues stem from a culture of favoritism, where certain individuals are allowed to act recklessly, putting their fellow firefighters at risk.
As taxpayers and community members, we believe our funds should be used to **support Maui’s firefighters** and ensure that tragedies like Treʻ’s death never happen again. We do not want our taxpayer dollars going toward lengthy litigation that could easily be avoided by taking responsibility and investing in safety reforms. Instead, we urge the County of Maui to direct funds to:
1. Regular Safety Audits to Protect Firefighters: The County of Maui must agree to biennial third-party safety audits to ensure that the department is following best practices and protocols, especially in high-risk situations like flood rescues. These audits will help prevent future injuries or deaths.
2. Funding for Treʻ’s Foundation:*The County should provide $12 million to Treʻ’s Foundation, his estate, and his family, which supports firefighters and their families. This funding will help improve firefighter safety and provide much-needed support to those affected by tragic events, like the recent Lahaina wildfires in addition to providing funds to his family for their loss.
3. A Memorial for Fallen Firefighters: We are asking the County to fund a memorial to honor those firefighters who gave their lives in service. This memorial, designed by Treʻ’s family, would be a place for the community to remember their sacrifices.
When a tragedy like this happens, we can’t afford to ignore it or avoid responsibility. We must take action to ensure it never happens again. The County of Maui needs to recognize its role in this tragedy and do something meaningful to improve the safety and well-being of our firefighters.
