The Issue
Petition to Investigate and Hold Judge Alison Nelson Floyd Accountable for Judicial Misconduct in Cuyahoga County Juvenile Court
To:
The Ohio Supreme Court
The Ohio Board of Professional Conduct
The Ohio Office of Disciplinary Counsel
The Ohio Bar Association and Cleveland Metropolitan Bar Association
And All Other Relevant Authorities
We, the undersigned, call for a full and impartial investigation into the conduct and rulings of Judge Alison Nelson Floyd of the Cuyahoga County Juvenile Court. Over the years, there has been a growing body of credible complaints and evidence pointing to serious judicial misconduct, negligence, and abuse of discretion in her courtroom—resulting in irreparable harm to families, children, and victims across the county.
This page and petition are dedicated to raising awareness and seeking justice for those impacted by Judge Floyd's decisions. Under her tenure:
Families have been torn apart.
Children have been placed in dangerous or fatal situations.
Abusers have been empowered.
Evidence has been ignored.
Her docket is OVERFLOWING
Hearings have been delayed for YEARS, especially in cases where child abuse is proven.
Filings have been ignored for 2+ years for some cases involving multiple claims of child abuse.
Domestic violence victims are ignored and denied advocacy.
Children are being denied appropriate representation EVEN upon the requests of the guardian ad litem’s recommendations.
Child Support Hearings have been delayed for 5+ years
Custody Hearings have been delayed or mishandled.
Victims and litigants have suffered from bias, intimidation, and systemic failure.
These are not isolated incidents. This is a pattern of judicial behavior that demands urgent scrutiny. GOOGLE HER NAME.
Background & Examples of Misconduct:
1. Baby Curtis Witcher (2023) – Curtis was returned to his biological mother despite warnings from legal counsel. Four months later, he was killed.
2. Repeat Juvenile Offender Released Multiple Times:
2/3/2022 – Released after unauthorized vehicle use.
9/20/2022 – Sentence suspended after police chase with a stolen car and gun.
1/26/2023 – Released again after fleeing police with a stolen car and gun, pending an aggravated robbery charge.
3. Demel Holiday (2009) – A probation officer pleaded with Judge Floyd not to release a violent teen. The teen was released and went on to kill 17-year-old Demel Holiday days later.
4. Affidavits of Disqualification (2002, 2003) – Judge Floyd was disqualified in at least two cases due to improper ex parte conversations and demonstrated bias. (including multiple recent affidavits of disqualification)
5. 2010 Case of Rape Victims – Judge Floyd demanded that 13-year-old rape victims take polygraphs and downplayed their trauma by questioning their understanding of “legal and illegal sexual behavior.”
Our Demands:
Full Investigation: An independent review of Judge Floyd’s case history to identify patterns of injustice or abuse of power.
Case Re-Evaluation: Reopen and reexamine cases where her rulings have been challenged or led to harm.
Judicial Accountability: If misconduct or bias is confirmed, take appropriate disciplinary actions, including removal from the bench.
Family Support: Offer counseling, legal support, and other services to families affected by her rulings.
Systemic Reform: Enact oversight mechanisms to prevent similar abuses in the future and promote judicial accountability statewide.
Why This Matters:
Our juvenile courts exist to protect children and families. When a judge consistently undermines this mission, the very integrity of our legal system is at risk. Judge Floyd’s decisions have caused lasting trauma, preventable deaths, and irreversible damage to countless families. Justice must not only be served—it must be protected from those who misuse their power.
This petition is led by LaTasha Miller, who is collecting testimonies and working to elevate the voices of those harmed. If you’ve been affected, contact her at latashm3599n@gmail.com to share your experience or support this movement.
We urge the Ohio Supreme Court, the Disciplinary Counsel, the Bar Association, and all appropriate bodies to act immediately.
By signing this petition, you are demanding justice, accountability, and reform. Our children and families deserve nothing less.
