The Issue
A neighbor saw something. She spoke up. And because she did, 46 animals—including horses, goats, rabbits, chickens, and even kittens—were rescued from horrifying abuse in the Town of Scott, Sheboygan County, Wisconsin.
According to a criminal complaint, the man charged—Brian Moore—used hammers, rebar, and ratchet straps to beat animals. One horse, Raven, had its face slashed open with a Swiss Army knife. Most horses had a body score of 1—meaning they were starving, with no fat left on their bones. The cruelty was shocking.
But the charge Moore faces? Just a misdemeanor. That’s right: 46 abused animals, and the man responsible could serve less than a year in jail—or just pay a fine and walk free.
This is not justice.
We are calling on Sheboygan County District Attorney Joel Urmanski to:
Pursue felony-level charges to reflect the severity and scale of the abuse.
Ensure no plea deal allows Moore or others involved to avoid accountability.
Bar Moore from owning or interacting with animals for life.
Wisconsin law must protect animals from this kind of suffering—and prosecutors must use the full weight of the law when they fail. One person did the right thing and reported it. Now the legal system must do the same.
We also urge Wisconsin lawmakers to review existing statutes and ensure that cases involving multiple victims and prolonged abuse are never allowed to be treated as minor offenses.
