Justice for the 200 Animals Harmed by Portland Vet—Demand Stronger Oversight Now

The Issue

Animal lovers were horrified to learn that a Portland veterinarian, Dr. Brenda Brown-Carlson, was caught stealing powerful pain medications meant for pets in her care, replacing them with saline, and allowing over 200 animals to undergo treatment or surgery without any pain medication.

This was not a one-time mistake. According to court documents and surveillance footage, Dr. Brown-Carlson tampered with drug records, altered computer files, and compromised dozens of surgeries and procedures. Animals experienced pain and trauma because someone they trusted—their doctor—chose to divert drugs for personal use.

And yet, after pleading guilty to attempted animal neglect and other charges, she was sentenced to five years of supervised probation—no jail time.

We believe this is a betrayal of trust too serious to ignore.

We are calling on the Oregon Veterinary Medical Examining Board, the Oregon Legislature, and the DEA to:

  • Permanently revoke Brown-Carlson’s license to practice veterinary medicine
  • Mandate stricter safeguards and audits for handling controlled substances in vet clinics
  • Require animal clinics to report any suspected drug tampering immediately
  • Ensure animal abuse and neglect by licensed professionals carry stronger legal consequences

Our pets rely on us to protect them—and when they’re sick or in pain, we trust veterinarians to do no harm. That trust was broken in this case.
