The Issue

Petition Summary:

We are demanding criminal charges be brought against Yuri M. Lopez, the registered owner of Teddy Bear, for dog abandonment causing death, mistreatment of animals causing death, and obstruction of justice, and that her remaining three dogs, including Teddy Bear’s sister and littermate, be forfeited to prevent further suffering.

Teddy Bear was cruelly dumped across state lines in Wisconsin, left near active train tracks, and was tragically struck and killed by a train. Help us hold those responsible accountable and ensure no more animals suffer.

Petition Description:

Teddy Bear, a Cane Corso from Lake County, Illinois, was found deceased on April 22nd, 2025, on the train tracks near Bain Station Road in Pleasant Prarie, Wisconsin. After days of tireless searching and trapping efforts by Billy’s Posse and volunteers, Teddy Bear’s body was heartbreakingly discovered—his life cut short after being abandoned in a dangerous, high-traffic area with no protection.

Upon scanning the microchip implanted inside him, we identified him as Teddy Bear, registered to Yuri M. Lopez.

At first, we were filled with hope, believing we could reunite this sweet pup with his family.

We were willing to drive Teddy Bear to her, assist with cremation if needed, and help ensure his ashes returned home.

The microchip registration and a heartfelt note Yuri had left with the chip company made us believe he was loved.⸻

Timeline of Efforts to Reunite Teddy Bear:

Our efforts began immediately after identifying Teddy Bear through his microchip.

 • We first contacted both phone numbers listed on the microchip for Yuri and her daughter — both were dead ends with no successful contact.

 • We then requested officers be sent to two addresses connected to Yuri:

 • The first address, located in Waukegan, Illinois, was the address listed on Teddy Bear’s microchip, belonging to Yuri’s mother.

 • When officers arrived, Yuri’s brother answered the door and explained that Yuri had not lived there in years following a family falling out.

 • Officers then went to the second address, Yuri’s current residence in Zion, Illinois.

 • During this first officer visit to Zion, a person answered the door and claimed Yuri had moved on and was no longer living there.

 • Officers did not verify identities at that time.

At this point, we were still hopeful, believing there was a chance to reunite Teddy Bear with his rightful family.

Extensive Outreach and Betrayal:

Our team continued extensive efforts to make contact:

 • We called every phone number we could find for Yuri, her daughter, her spouse, and other relatives — with no success.

 • We posted publicly on social media, tagging Yuri and her spouse on posts requesting they contact us urgently about Teddy Bear.

 • Both had previously commented on the original post, giving us hope.

 • When we tagged them again asking for contact, they immediately deleted their Facebook accounts.

 • Yuri’s daughter changed her name, hid her profile, and locked her account.

Still determined to reunite Teddy Bear with his family, we reached out to friends of Yuri:

 • A friend of Yuri successfully made contact with her.

It was then that Yuri lied, falsely claiming Teddy Bear had died on their porch Easter Sunday.

 • This was proven untrue:

 • We had Teddy Bear’s body in our possession, confirmed by the microchip implanted inside him.

 • Security camera footage captured Teddy Bear alive, wandering Bain Station Road, days after Easter morning.

 • Her claim was a deliberate attempt to cover up her abandonment.

Second and Third Officer Visits:After uncovering Yuri’s lies:

 • Second officer visit (welfare check at Zion address):

 • Officers returned to the Zion residence for a welfare check.

 • A woman answered, claiming to be the children’s father’s girlfriend, not Yuri.

 • During this welfare check, the children were present and confirmed they were Yuri’s children.

 • Officers did not check IDs during this welfare visit, as welfare checks typically do not require ID verification.

 • Third officer request (currently pending):

 • We have requested a third visit to check the identification of all residents and directly question them about Teddy Bear’s fate.

 • Despite mounting evidence, we have so far been met with little to no real action from authorities.

Teddy Bear’s Heartbreaking Reality:

After being dumped along Bain Station Road, Teddy Bear showed every heartbreaking sign of a loyal dog desperately searching for his family:

 • He stayed loyally in the area, sunup to sundown, refusing to leave, hoping they would come back.

 • He was seen running into traffic, peering into car windows, and chasing cars, searching for the people he trusted most.

 • He did what dumped dogs do — circling the area where he was abandoned, unwilling to give up.

 • The area is surrounded by multiple active train tracks (Metra and Union Pacific) and heavy traffic — an incredibly dangerous place for any dog, especially one so desperate to survive.

Our team worked tirelessly day and night to save him:

 • We set and monitored traps to catch him safely.

 • We patrolled Bain Station Road constantly to push him away from traffic and prevent him from being hit by cars — saving him from close calls multiple times.

 • Every night, our team stayed into the early morning hours, watching him, praying for a safe capture.

Despite our relentless efforts, we could not protect him from everything.

Teddy Bear’s loyalty cost him his life — not because he failed, but because the people he trusted abandoned him.

Call for Full Investigation:

While the Zion Police Department has been helpful, jurisdiction belongs to Pleasant Prairie Police Department, as Teddy Bear was found deceased in Wisconsin.

We urgently call on Pleasant Prairie PD to:

 • Pull PODS (license plate readers) and traffic camera footage near Yuri Lopez’s residence to determine if her vehicle crossed into Wisconsin between Friday night, April 18, and early Saturday morning, April 19, before 2:00 a.m.

 • Retrieve additional nearby footage documenting vehicle movement.

 • Directly question Yuri Reyna Lopez, her daughter, and family members:

 • Where is Teddy Bear?

 • What happened to him?

 • Investigate their responses for inconsistencies and false statements.

 • Press criminal charges based on the findings.

(Wisconsin Statute § 951.15 – Class A misdemeanor: up to 9 months imprisonment, a $10,000 fine, or both.)

 2. Mistreatment of Animals Causing Death

(Wisconsin Statute § 951.02 – Class I felony: up to 3.5 years imprisonment, a $10,000 fine, or both.)

 3. Obstruction of Justice

(For lying to police, evading questioning, deleting social media accounts, and interfering with the investigation.)

Additionally, we are demanding:

 • The full forfeiture of all remaining animals in Yuri M. Lopez’s custody, including:

 • Teddy Bear’s sister and littermate,

 • and her two other current dogs.

 • These animals must be removed from her care to prevent further suffering or risk of future abandonment.

Why This Is Critical:

 • Teddy Bear was cruelly abandoned, suffered terribly, and lost his life unnecessarily.

 • Lies, social media evasion, and obstruction followed instead of accountability.

 • If Yuri retains custody of her other dogs, more innocent lives could be at risk.

 • Teddy Bear’s sister and the other dogs deserve new, loving, safe homes.

Under Wisconsin law, if abandonment, cruelty, or mistreatment results in an animal’s death, remaining animals can and should be seized and permanently forfeited under Wisconsin Statutes §§ 951.02 and 173.21.

 • A Future

Instead, he was met with betrayal, suffering, abandonment, and death.

We owe it to Teddy Bear—and to all voiceless animals—to ensure that justice is served!
