Justice for Survivors: Hold Army Leadership Accountable for OBGYN Abuse Scandal

The Issue

Over 50 women have come forward with deeply disturbing accounts of sexual abuse and exploitation at the hands of Army OBGYN Maj. Blaine McGraw. More than 1,400 former patients are now part of a sweeping investigation into allegations that include inappropriate touching, secret recordings during pelvic exams, and gross violations of trust and bodily autonomy. Yet, these abuses didn’t happen in a vacuum—they happened in Army hospitals where leadership allegedly ignored warning signs for years.

According to a lawsuit filed in Texas, patients had complained about McGraw as early as 2019 while he was stationed in Hawaii, long before he arrived at Fort Hood. One woman says she begged to make a report at the front desk after McGraw assaulted her, only to be told to “send an email.” Another was allegedly filmed during an exam and later shown images of her own body by investigators. Still, she received no trauma support—just a one-page pamphlet.

These are not isolated failures. This is a pattern of systemic neglect and denial that echoes the Army’s prior scandals, including the murder of Vanessa Guillén at the very same base. Investigations have repeatedly shown that Fort Hood fostered a “permissive environment” for sexual assault and harassment. Survivors of McGraw’s alleged abuse are now suffering not only from what was done to them, but from how the Army failed to protect them—and then failed again in the aftermath.

We demand justice and accountability. The Secretary of the Army and Department of Defense must ensure a transparent, independent investigation into both McGraw’s actions and the chain of command that enabled him. Every survivor deserves to be heard, believed, and supported—not dismissed with bureaucratic indifference.

The military has promised change before. This time, it must act—and that starts by listening to the women who were brave enough to speak up.
