Justice for Robert Jones: Hold Philadelphia and its Police Accountable

The Issue

Robert Jones was shot and killed on October 3, 2024, by off-duty Philadelphia homicide detective Chris Sweeney. Robert was unarmed, wearing a yellow safety vest, and, according to a civil lawsuit filed by his family, believed he was helping a stranded driver when he approached Sweeney’s vehicle at a red light. Within seconds, Sweeney drew his personal firearm and shot Robert multiple times through the window.

Robert was 54 years old. No weapon was found at the scene. Surveillance footage did not show clear evidence of any threat. And yet, nearly a year later, no one has been held accountable.

In July 2025, the District Attorney’s Office quietly cleared Sweeney of all wrongdoing, citing Pennsylvania’s “stand your ground” laws. The office has declined to explain its decision publicly. Meanwhile, Robert’s family has filed a lawsuit alleging that the shooting was unjustified and that officers engaged in a coordinated effort to shield the detective from consequences.

This case raises urgent questions: How can an unarmed man be shot and killed by a trained officer without even a public explanation? What mechanisms exist to hold law enforcement accountable when internal investigations fall short of transparency? And what does justice look like when a man loses his life under circumstances like these?

Philadelphia residents—and people across the country—deserve answers. The city must acknowledge the seriousness of this case and support a truly independent review of the shooting, the investigative process, and the conduct of all officers involved.

We call on Mayor Cherelle Parker, Police Commissioner Kevin Bethel, and the members of Philadelphia City Council to:

  • Support full transparency in this case
  • Ensure cooperation with the Jones family’s lawsuit
  • Commit to reforms that reduce the misuse of deadly force and increase police accountability

Robert Jones should still be alive today. If you believe justice requires truth, accountability, and change, sign this petition and demand action from the leaders entrusted to protect and serve.
