Justice for Officer Jessica Ebbinghausen: Reform Bail Laws Now!

The Issue

On behalf of the Rutland community, we stand united in seeking justice for Officer Jessica Ebbinghausen, a dedicated 19-year-old rookie with the Rutland City Police Department. Tragically, her life was cut short by a criminal who was eluding the police.

We are deeply disturbed by the judge's decision to lower the suspect's bail to $100,000 cash/bond. This means that he only needs $10,000 to secure his release from custody. Furthermore, allowing him to reside with his sister in New Hampshire while awaiting trial is an absolute disgrace.

As concerned citizens of Rutland and advocates for justice, we firmly believe that our bail reform laws need immediate attention and revision. The current system fails to adequately protect our communities and undermines public safety.

Bail is meant to ensure that individuals accused of serious crimes remain in custody until their trial date. It should serve as a deterrent against further criminal activity and guarantee public safety. However, when bail amounts are set too low or conditions for release are lenient, it sends a message that our justice system prioritizes convenience over accountability.

We call upon lawmakers and policymakers in Vermont to take urgent action towards comprehensive bail reform. Our proposed reforms aim to strike a balance between protecting individual rights and ensuring community safety:

1. Implement risk assessment tools: Utilize evidence-based risk assessment tools during bail hearings to determine an individual's likelihood of reoffending or fleeing before trial.

2. Strengthen judicial discretion guidelines: Provide clearer guidelines for judges when setting bail amounts based on severity of charges, prior criminal history, flight risk assessments, and potential danger posed by the accused.
3.Enhance victim protection measures: Ensure that victims' rights are prioritized during bail hearings and that their safety is not compromised by lenient release conditions.

4. Hold all individuals accused of killing a Law Enforcement Officer held without bail. 

We urge our elected officials to listen to the voices of the Rutland community and take immediate action to reform our bail laws. Together, we can honor Officer Jessica Ebbinghausen's memory by ensuring that no other family has to endure such a tragic loss due to a flawed justice system.
