In January 2026, police in Carlisle, Pennsylvania responded to a report involving a dog named Stella, now called Natasha, who was found in a state of extreme neglect. According to investigators and veterinary professionals, Natasha was severely emaciated, suffering from muscle wasting, infected ears, and a dangerous intestinal blockage caused by hair ingestion. A veterinarian with more than three decades of experience said that without emergency surgery, Natasha would have died.
Police allege that the person caring for Natasha was aware of her rapid decline and failed to seek help. Charging documents describe unsanitary living conditions, including a crate soaked with urine, feces, and mold. The case has resulted in felony aggravated animal cruelty and related charges, and it is now pending in Cumberland County.
This petition is not about interfering with due process. The courts will determine guilt or innocence. But accountability matters, especially in cases where neglect reaches a level that nearly costs an animal their life.

We are calling on the Cumberland County District Attorney’s Office to pursue this case fully and appropriately under Pennsylvania law. We also urge local authorities to continue prioritizing severe neglect cases and to ensure that animals in similar conditions are removed and treated before they reach a critical, life-threatening stage.
Justice for Natasha is about more than one dog. It is about setting a clear standard that extreme neglect will be taken seriously and that animals’ lives have value.
