The Issue

On January 23, 2026, two 19-year-old young women — Lindsey Parke and Alexa Duryea — were killed on West Old Country Road in Hicksville, Long Island. They were passengers in a car driven by Frank Labidi, who had spent $35,000 modifying his BMW M5 for high-speed performance, manually disabled its safety features, and drove at more than 80 mph in a 40 mph zone. He lost control. The passenger side of the vehicle struck a tree. Lindsey and Alexa were killed instantly.

Lindsey Parke was a proud volunteer firefighter. Alexa Duryea was her best friend. They were 19 years old with their entire lives ahead of them.The System Is Failing Them.

Under current New York State law, there is NO specific crime of vehicular homicide for street racing deaths. The maximum charge available is second-degree manslaughter — and because sentences can run concurrently, a driver who kills two people may serve the exact same time as a driver who kills one. Two lives. One sentence. That is not justice.

Bills S04774A and A10772 are sitting RIGHT NOW in the New York State Legislature. They would create the crime of vehicular homicide as a Class B felony — carrying up to 25 years per count. These bills have companion legislation in BOTH the Senate and the Assembly. They are ready to move. Albany just needs the will to act.

We Are Demanding:

Immediate passage of S04774A and A10772 — creating vehicular homicide as a Class B felony in New York State

Immediate passage of Kane's Law (S7402 / A5751) — upgrading vehicular manslaughter to Class B and C felonies with stronger sentences

Immediate passage of Andrew's Law — mandating consecutive sentences when multiple victims are killed, so that every life lost counts separately under the law

Governor Kathy Hochul to sign all bills into law without delay the moment they reach her desk.

Albany Has Had 13 Years.
These bills have been introduced and reintroduced since 2013. Thirteen years of inaction. Thirteen years of families burying their children while legislators let these bills die in committee. Lindsey and Alexa are the consequence of that inaction. So are countless others across New York State.
New York passed Leandra's Law in 30 days when the public demanded it. There is no excuse — none — for these bills to sit idle any longer.
