The Issue

Justice for Latoya Bulgin
We, the undersigned, call for a full, transparent, and independent investigation into the fatal police shooting of Latoya Bulgin on May 18, 2026, in Granville, St. James.

Latoya Bulgin, affectionately known as “Buju,” was 44 years old, a wife, a mother, a businesswoman, and a valued member of her community. Her death during a public protest has shaken Jamaica and raised serious concerns about the use of lethal force, accountability within the Jamaica Constabulary Force, and the treatment of Jamaican citizens during police operations.

The circulating video footage and eyewitness accounts have caused widespread public concern, grief, and outrage. No husband, child, family member, or community should have to endure the pain of losing a loved one under such troubling circumstances.

We therefore demand:

A swift, transparent, and independent investigation by INDECOM.
The public release of all findings and evidence related to the shooting.
Accountability for all officers found responsible for unlawful actions.
Immediate implementation and mandatory use of body-worn cameras for police officers.
Greater police reform, human rights protections, and de-escalation training within the Jamaica Constabulary Force.
Respect, dignity, and support for victims and their families during and after police incidents.
Justice delayed is justice denied. The people of Jamaica deserve answers, accountability, and meaningful reform to prevent further loss of life.

We stand with the family of Latoya Bulgin and all communities affected by police violence.
