Kada Scott was a 23-year-old Black woman with her whole life ahead of her  educated, loved, and worthy of protection. Her murder represents more than a personal tragedy; it reflects a systemic failure to take threats against women seriously and to act swiftly when lives are in danger.

This proposal demands more than condolences  it demands change.

Key Provisions of the Kada Scott Law
1. No-Bail Detention for Violent Domestic and Sexual Offenses
Any individual charged with violent domestic violence, sexual assault, kidnapping, strangulation, aggravated assault, or repeat Protection-From-Abuse (PFA) violations shall be held without bail pending judicial review.
The accused will remain detained until a Dangerousness Hearing determines based on evidence, not financial capacity—whether release would pose a threat to the victim or the public.


2. Mandatory Dangerousness Hearing Within 24–48 Hours
A Dangerousness Hearing must occur within 48 hours of arrest for all qualifying charges.
Judges are required to issue written findings on public safety, risk of flight, and potential re-offense.
If the danger cannot be mitigated by any condition, detention is automatic no monetary bond permitted.


3. Elimination of Cash Bail in Violent Domestic and Sexual Violence Cases
Cash bail shall not be used as a condition for release in any case involving qualifying violent acts.
Courts must base detention decisions on risk and safety, not economic status.


4. Accountability for False or Weaponized Allegations
Individuals found to have knowingly and maliciously filed false claims of domestic or sexual violence to manipulate law enforcement, custody, or judicial outcomes shall face criminal prosecution.
Upon credible evidence of intentional deception, the individual may be charged with obstruction, perjury, or filing false reports—and held without bail pending their own Dangerousness Hearing.
This ensures that the law protects true victims while preventing misuse of protections designed for safety.


5. The Kada Task Force (Statewide Interagency Council)
Establish an interagency task force including:

The Pennsylvania Attorney General’s Office
Administrative Office of Pennsylvania Courts (AOPC)
State Police
District Attorneys and Public Defenders
Domestic and sexual violence advocacy organizations (PCADV, PCAR)
Responsibilities include:

Data-sharing between agencies
Training for judges and law enforcement on risk and lethality assessments
Annual public reporting on case outcomes and system performance


6. Victim Safety and Support Infrastructure
Creation of a Victim Protection Fund to provide:

Emergency housing vouchers
Relocation and counseling assistance
Transportation for court appearances
Court-based victim advocates at every first appearance
Mandated coordination between law enforcement, victim advocates, and local shelters for immediate protection and relocation of victims in imminent danger.


7. Technology-Backed Enforcement
Implementation of GPS monitoring and exclusion zones for offenders on supervised release in non-violent or pending cases.
Mandatory firearm surrender for all individuals under a PFA or pretrial release condition.
