Justice for Jazmir: Fire Akron Police Off. Davon Fields for the Unjust Killing of a teen.

The Issue

On Thanksgiving night, November 28, 2024, Akron Police Officer Davon Fields fatally shot 15-year-old Jazmir Tucker three times—twice in the back and once in the arm—while responding to “reports” of shots fired near Miller South School for Visual and Performing Arts in Akron, Ohio. After spotting Jazmir Tucker, Fields raised his personally owned AR-15-style assault rifle and fired without activating his body camera's audio, later claiming he believed Tucker posed an imminent threat. A handgun was found zipped in Tucker's jacket pocket after the shooting. Aid was delayed for approximately 8-10 minutes, contributing to his death. 

Despite the Ohio Bureau of Criminal Investigation (BCI) probe and review by the Mahoning County Prosecutor's Office, a Summit County grand jury on October 2, 2025, declined to indict Fields on murder charges, issuing a "no bill." The Akron Police Department has initiated an internal investigation to assess policy violations, but no timeline for resolution has been provided. This decision has sparked outrage from Tucker's family, the Akron NAACP, and community advocates, who argue it perpetuates a pattern of impunity in police shootings of Black youth in Akron—echoing the 2022 killing of Jayland Walker, where 94 shots were fired by eight officers. 

Officer Fields, hired in December 2019, has a documented history of involvement in fatal incidents: He fired the fatal shot in the 2022 killing of Lawrence Rodgers during a standoff and was present (though did not shoot) at the Walker pursuit. City records reveal at least 36 use-of-force incidents involving Fields since 2022, raising serious concerns about his fitness for duty. Community leaders, including Akron NAACP President Judi Hill, have stated: "They found a gun zipped in his pocket. He wasn't shooting at that officer."


This shooting was not an isolated tragedy but part of a broader crisis of police accountability in Akron, where officers face minimal consequences for excessive force. Jazmir Tucker was a freshman at North High School—a child whose life was cut short on a family holiday. His family deserves justice, and our community deserves safer streets without officers who escalate encounters to deadly levels.

What We Demand:

 

1. **Immediate Termination:** Fire Officer Davon Fields from the Akron Police Department effective immediately, barring him from any future law enforcement roles in Ohio. 

2. **Full Internal Probe Transparency:** Release all findings from the APD internal investigation within 30 days, including body camera activation failures and use-of-force review, for public scrutiny by the Police Oversight Board. 

3. **Support for Victims' Families:** Provide comprehensive reparations to Jazmir Tucker's family, including mental health services, funeral cost coverage, and a public apology from city leadership. 

4. **Police Reform Measures:** Implement body camera policies requiring instant activation during pursuits, ban patrol use of AR-15-style rifles, and expand community oversight to prevent future tragedies. 

Jazmir Tucker should still be alive, celebrating holidays with his loved ones. No family should endure this pain because of unchecked police aggression. Thank you for reaching out and for sharing the concerns expressed by my constituents through this petition. I have carefully followed the matter of Officer Devon Fields and have already communicated my position in a formal letter to my colleagues at Akron City Council. As I stated in that letter, the mayor has both authority and duty to protect the citizens of Akron. While due process is an important principle, when just cause exists, the mayor also has the right to act, including termination. In Officer Fields’ case, the record shows troubling patterns: 36 excessive use-of-force complaints, involvement in multiple fatal shootings, and most recently, the killing of Jazmir Tucker, where eight shots were fired into his back. Officer Fields failed to render aid for nearly ten minutes following the shooting. At this point, many in our community do not feel that this officer is safe to serve or capable of carrying out his duties effectively. We have respected the process and waited patiently, but with civil litigation pending and public trust eroding, I believe the time has come for decisive leadership. For these reasons, I have publicly called for the mayor to terminate Officer Fields for just cause. This is not about one officer alone; it is about restoring faith in our system, ensuring accountability, and protecting the people of Akron. Thank you again for reaching out.
