What kind of person looks at a small, helpless dog and sees something disposable?

Thanks to the work of Las Vegas police and Animal Protection Services, the man was identified and arrested. His name is Alexis Flores, and he is now facing three counts of willful and malicious torture of an animal. That’s a start, but it’s not enough.
