The Issue
Justice for Giovanni
Demanding Accountability. Honoring a Life Taken Too Soon.
On March 30, 2025, Giovanni Francisco Labissiere, a bright and talented 20-year-old, was tragically killed
while riding his bike to the store in Miami Gardens. He had just left his father's home when he was struck by a
vehicle traveling 91 miles per hour--more than double the speed limit.
The driver, Guy Donnie Norman, 35, was allegedly under the influence of alcohol and marijuana, had no valid
driver's license, and multiple unpaid citations.
What Happened Next is Unacceptable
After the crash, Norman fled the scene, abandoning the vehicle on NW 6th Avenue and 182nd Terrace. A
good Samaritan witnessed the accident and followed Norman to the vehicle's location. Despite this, Miami
Gardens Police did not arrest him. He was detained, then released, citing "insufficient evidence" that he had
been behind the wheel.
Meanwhile, Giovanni's family was left in agony. With no ID on him, he was listed as a "John Doe." His family
only learned of his death on April 1, after enduring the painful 24-hour missing person protocol.
Nearly a month later, on April 28, Guy Donnie Norman surrendered himself to police with his attorney. Only
then was he finally arrested and charged with:
- Leaving the scene of a crash causing death
- Vehicular homicide
- DUI manslaughter
- Driving without a license causing death
On May 1, Norman was granted house arrest.
He now walks freely among his loved ones--
while Giovanni's family is left devastated, grieving the loss of their son, brother, and friend.
We Ask:
- Is this justice for Giovanni?
- Why wasn't the driver arrested at the scene--despite eyewitnesses and evidence?
- How can a system allow a repeat offender to walk freely while a family suffers in silence?
We Demand:
- Full prosecution of Guy Donnie Norman to the fullest extent of the law
- Accountability from the Miami Gardens Police Department for failure to act
- Reform in how DUI and hit-and-run cases are handled
- Justice for Giovanni's grieving family
Giovanni Labissiere was a beloved son, brother, and friend. He had dreams, a passion for music, and a heart
full of promise. His life mattered. His story must not be forgotten.
