The Issue
This petition is a plea for justice, born My 19-year-old nephew, Dregan, is currently incarcerated in Portage County Jail in Stevens Point, WI. He has been there for over 200 days now. Despite his young age and the fact that he has the mental capacity of a nine-year-old due to his disability, he was subjected to sexual assault by another inmate who blackmailed and intimidated him.
He also has multiple charges pending on him which they are trying to make him seem like he is a threat to society. Dregan is not a threat to anyone he has the biggest heart loves animals. His family is everything to him. Dregan has been with his family since he was 5 months old They finally got to officially adopt him when he was 4yrs old he has 2 older sisters whom he adores and looks up to. Yes I say nephew cause I don’t look at him any other way just cause he is not blood. He is scared he don’t understand why he is still in jail. They want to lock him up in a mental institution for prisoners how is that gonna help.
Dregan was born on July 6th, 2005 in Enid, OK to a mother struggling with addiction issues. His life has been marked by hardship from day one - but nothing could have prepared him for this horrific experience within our criminal justice system.
The violation of Dregan's civil rights is not an isolated incident; it reflects a broader systemic issue plaguing U.S jails where disabled individuals are often exploited or abused without recourse. According to the Bureau of Justice Statistics (2012), inmates with disabilities are up to three times more likely than others to be victims of sexual abuse while incarcerated.
This petition calls on local authorities and lawmakers at all levels to take immediate action - we demand better protection measures for disabled inmates like Dregan who are vulnerable targets within prison walls due to their mental health conditions or physical disabilities. We also urge them to ensure that such violations do not go unpunished henceforth.
We cannot stand idly by as our loved ones suffer behind bars simply because they have disabilities that make them easy prey for predators within these institutions meant for rehabilitation rather than harm.
