The Issue
Petition for Re-conducting the Customs Broker Exam
We are writing to express serious concerns about the recent customs broker examination. While a deep understanding of the Customs Acts and related knowledge of other allied act is essential for customs brokers, the execution of this exam was flawed. We strongly urge the relevant authorities to review the exam’s design and consult with experts. Additionally, we believe a re-examination should be conducted to ensure fairness and accuracy.
To date, applicants have not previously appealed in such a manner, but the issues at hand warrant a reconsideration. The manner in which the exam was conducted is irrelevant and should be rectified. There are several reasons for this petition:
1. Excessive Focus on Allied Acts, Over 55% of the exam content was derived from allied acts, even though only about 5% of a customs broker’s work pertains to these acts. This imbalance is unreasonable and doesn’t accurately reflect the skills required for the role.
2. Irrelevant Questions,Many of the questions related to allied acts do not fall within the general knowledge that a customs broker would typically need to apply during the customs clearance process. This creates confusion and undermines the exam’s relevance.
3. Mismatch with Practice Tests, The questions in the actual exam did not match the scope or content of the practice tests available on the NACIN website. For example, the practice test contained only one question related to allied acts, which further highlights the disconnect between the exam content and what is expected in real-world practice.
4. Appeal for Expert Review, I firmly believe that if the appointed authorities consult with the relevant experts in this field, it will become clear that the exam’s structure needs to be reconsidered. A fair re-examination should be conducted without prejudice to ensure that the customs brokers are tested on what truly matters in their professional responsibilities.
In conclusion, we respectfully request that the authorities take immediate action, review the exam’s content and structure, and facilitate a re-exam to ensure it reflects the actual knowledge required for effective and accurate customs clearance.
