Stand With Bobbie: End Her Suffering and Demand Justice

Bobbie endured four years of deliberate cruelty, locked in a raised wire cage and denied even the simplest comforts of life. Her legs twisted, her skin was torn from constant rubbing, and her body was crushed under matted, overgrown fur—pain and suffering no dog should ever endure.

The people who were supposed to care for her abandoned her instead. This was abuse, not neglect—a shameful betrayal of trust.

Now, Bobbie faces life-threatening pyometra and heartworm disease. Rescue alone cannot undo the years of suffering. She needs urgent medical care—and she needs justice.

For four long years, Bobbie—then just a young dog brought in by a granddaughter—never once stepped outside the raised wire cage where she was kept. Separated from the world, she lived in total isolation. Her body was covered in fur that had grown over years of neglect and pain, tangled and matted into what looked like a massive, impossible, filthy rag. Her legs were obscured beneath the fur; where there should have been four paws, it looked almost like twelve. On the cage floor lay layers of waste accumulated over time, and her food consisted of thin porridge made of rice bran and pumpkin.

Had it not been for the shocking state of her fur, Bobbie might have been overlooked entirely—just another dog disappearing into suffering, unnoticed by the world. Yet it was this tangled “reggae hair” that caught someone’s attention, led to a tip-off, and brought CARE to intervene. For the first time in her life, this little dog finally received a name: Bobbie, after the reggae singer Bob Marley—a symbol of peace, love, and freedom.

Despite four years of confinement, Bobbie never lost her gentleness or her capacity to love people. She still craves affection, still longs for connection, and still holds the innocence of a pure-hearted dog.

Her suffering, however, is far from over. Her fur, which clung to her like a suit of armor, has been removed, but the years of pain remain. If she had stayed in that cage for even four more years, her legs would have twisted further, every movement would have pulled painfully at her skin, and she would have endured constant itching and discomfort. Winters would have been colder, summers more suffocating. There was nowhere to escape the wind, nowhere to rest, nowhere to be safe.

Now, Bobbie is facing life-threatening pyometra and heartworm disease. She requires urgent medical treatment to survive—but the costs are overwhelming. For a dog who survived four years of abuse and cruelty, we cannot let her newfound life end here.

We urgently call on the South Korean government to take decisive action in the case of Bobbie, a dog who endured four years of deliberate abuse, locked in a raised wire cage and denied even the simplest comforts of life. This case was documented through the intervention of CARE (Coexistence of Animal Rights on Earth).

During those four years, Bobbie lived in total isolation. Her body was covered in matted, tangled fur that clung to her like a suit of armor, crushing her under its weight. Her legs were obscured beneath the fur, and the floor of her cage was layered with accumulated waste. She was fed only thin porridge, and there was nowhere to rest, move freely, or escape the elements. This prolonged abuse inflicted severe physical and emotional suffering, including pain, itching, and risk of permanent disability.

Bobbie survived this abuse, yet she now faces life-threatening pyometra and heartworm disease, requiring urgent medical treatment. Rescue alone cannot undo the years of suffering. Her abusers have evaded responsibility, and such deliberate cruelty cannot be ignored under South Korea’s Animal Protection Act.

We therefore urge the relevant authorities to take the following actions immediately:

1. Conduct a full investigation into the owners for violations of the Animal Protection Act, including deliberate abuse, neglect, and exposure to life-threatening conditions.

2. Take immediate legal action to hold the perpetrators accountable, ensuring that cruelty carries real consequences.

3. Enforce corrective measures to prevent any future abuse, including a permanent ban on the individual from owning or caring for any animals.

4. Ensure that authorities monitor compliance with the ban and take legal action if the individual attempts to acquire or care for animals in the future.

5. Strengthen monitoring and enforcement practices to prevent similar cases of deliberate abuse from continuing across South Korea.

Bobbie’s suffering is not a result of misunderstanding—it was deliberate cruelty. South Korea’s Animal Protection Act exists to prevent exactly this kind of abuse. We urge the authorities to act swiftly, transparently, and decisively, to ensure justice for Bobbie, hold her abusers accountable, and send a clear message that animal cruelty will not be tolerated.

4년 동안 바비는 완전한 고립 속에서 살아야 했습니다. 그녀의 몸은 엉키고 뭉친 털로 뒤덮여, 마치 갑옷처럼 몸을 짓누르고 있었습니다. 다리는 털 속에 숨겨져 있었고, 뜬장 바닥은 쌓인 배설물로 덮여 있었습니다. 먹이는 쌀겨와 호박을 섞어 끓인 묽은 죽뿐이었으며, 쉴 곳도, 자유롭게 움직일 곳도, 바람을 피할 곳도 없었습니다. 이러한 장기간 학대는 심각한 신체적·정서적 고통을 초래했으며, 통증, 지속적 가려움, 영구적 장애의 위험까지 가져왔습니다.

바비는 이 학대로 인해 현재 생명을 위협하는 자궁축농증과 심장사상충에 걸려 있으며, 긴급한 치료가 필요합니다. 구조만으로는 지난 고통을 되돌릴 수 없으며, 학대자는 책임을 회피하고 있습니다. 이러한 고의적 학대는 대한민국 동물보호법 아래 결코 묵과될 수 없습니다.

따라서 관련 당국에 다음과 같은 조치를 즉시 요구합니다:

1. 철저한 수사: 학대, 방치, 생명을 위협하는 환경 조성 등 동물보호법 위반 여부를 철저히 조사할 것.

2. 법적 책임 부과: 학대 행위자에게 실제적인 책임을 물을 수 있도록 즉각적인 법적 조치를 취할 것.

3. 미래 학대 방지: 해당 개인에게 영구적으로 모든 동물의 소유 및 돌봄을 금지하도록 조치할 것.

4. 조치 이행 감시: 개인이 추후 동물을 소유하거나 돌보려 할 경우 당국이 철저히 감시하고, 위반 시 즉시 법적 조치를 취할 것.

5. 감시·집행 강화: 유사한 고의적 학대 사례가 전국적으로 반복되지 않도록 예방, 감시, 집행 체계를 강화할 것.

바비의 고통은 오해나 실수가 아닌 고의적 학대입니다. 대한민국 동물보호법은 바로 이러한 학대를 막기 위해 존재합니다. 당국은 신속하고 투명하며 단호하게 행동하여 바비에게 정의를 실현하고, 학대자를 책임지게 하며, 동물 학대가 결코 용납되지 않음을 국민에게 명확히 보여주어야 합니다.
