Justice for Allen Adams — More Than a Road Construction Worker

The Issue

To: The New Jersey Senate and General Assembly, the Ocean County Prosecutor’s Office, and all relevant state and local authorities.

We, the undersigned, demand justice for Allen Adams, a devoted husband, father, grandfather, brother, friend, Harley rider, and yes — a skilled road construction worker — whose life was taken on July 31, 2025, while working the overnight shift in a marked construction zone on Route 9 in Toms River, New Jersey.

Allen was struck and killed instantly by an impaired driver. This driver entered an active work zone, endangering not only Allen’s life but the lives of his coworkers and the motoring public. The fact that this tragedy occurred in a work zone — a place where workers are especially vulnerable — and involved impairment makes this a case of aggravated danger and gross disregard for human life.

We believe the current penalties for such crimes are insufficient to protect workers, deter dangerous behavior, and hold offenders fully accountable. Allen’s death is the first work zone loss of life in New Jersey since 2023, yet there have been far too many near-miss incidents, close calls, and dangerous situations that could have been equally tragic. His death is a warning that the risk remains urgent and real.

We call for:

Full Prosecution Without Plea Deals


The driver responsible for Allen’s death must be prosecuted to the fullest extent of the law, with no reduction in charges and recognition of both impairment and the work zone setting as aggravating factors.


Stronger Penalties for Crimes in Work Zones

Mandatory sentence enhancements for vehicular homicide or assault occurring in an active work zone.


Doubling the minimum sentence for second offenses.


Tripling the minimum sentence for all repeated offenses and for any offense committed in an active work zone.


Legislative Action by the New Jersey Legislature


We urge the New Jersey Senate and General Assembly to enact and enforce laws that protect road workers by increasing penalties for impaired or reckless driving in construction zones and ensuring consistent application statewide.

 
Public Awareness & Prevention


Fund and implement targeted public safety campaigns highlighting the dangers of driving impaired or distracted through work zones.


Allen Adams was more than a statistic — he was a man who loved riding his Harley on weekends with his wife, brother, and family. He worked hard to provide for his loved ones, was deeply committed to his community, and was a proud “Pappy” to his grandson Tr3s. His life mattered, and his death must lead to meaningful change.

We stand with Allen’s family — including his wife Melissa and his young grandson Tr3s — in demanding accountability and action so no other family endures this kind of preventable loss.
