Justice for Abused Chihuahua in Spring Valley

The Issue

A small, defenseless Chihuahua was brutally attacked in a Spring Valley parking lot—struck with a wooden plank, kicked, and left cowering under a plastic container. The disturbing incident was caught on surveillance video and led to the arrest of a local woman, now facing felony animal cruelty charges.

While we’re relieved that this Chihuahua survived and is now receiving care, that’s not enough. We must ensure justice is fully served—not just for this animal, but to prevent future acts of cruelty across California.

We, the undersigned, are calling for two urgent actions:

First, we demand that San Diego County prosecutors pursue the maximum penalties under the law in this case. This kind of violence should never be met with a slap on the wrist. It’s not just “property damage” or a misdemeanor—it’s a violent act against a living, feeling creature. California law already recognizes felony animal cruelty, and now is the time to enforce it to the fullest extent.

Second, we urge California lawmakers to strengthen our animal cruelty laws and raise the penalties for abuse. Right now, it is still too easy for people to harm animals and walk away with probation or minimal jail time. That sends the wrong message. We need mandatory sentencing guidelines for the most serious offenses, and better tools for prosecutors and animal control officers to intervene sooner.
