Justice for a dog who was hanged to death by mediation board, Mullaitivu, Sri Lanka

The Issue

A goat owner  hanged the dog that bit her goat after a decision made by the mediation board. (Oddusudan, Mullaitivu 25.01.2025) 

To resolve a quarrel between two groups of people, a mediation board in Oddusuddan, Mullaitivu District, ruled that a dog that bit a goat should be hanged.

The police station got a complaint after a dog that had been kept as a pet in the Madavaikulam neighborhood of Mankulam, Mullaitivu, died after biting a neighbor's goat. The mediation board removed the dog from its owner and gave it to the goat's owner despite the fact that the dog's owner was unable to compensate for the dead goat. This was all because the goat's owner asked to have the dog.

Knowing that the dog would be killed , the mediation board members broke the law by giving the dog to the goat's owner. In order to kill the dog, the goat's owner put the rope around the neck, fastened the end of the rope to the top of the tree, and hung the dog to death. It is believed that the goat's owner killed the dog within an hour and a half getting it from the neighbor. 

The dog's desire to murder the goat cannot be proven. Here, the goat's owner obtained the dog and participated in the intentional of  killing. In violation of Section 04 of the Cruelty to Animals Act of 1907, the mediation board has committed an offense.
