Hon’ble Prime Minister Shri Narendra Modi Ji,
We, the 634 allottees of the Zara Roma Affordable Housing Project, Sector 95B, Gurugram, Haryana, write this petition to you with deep pain and hope.
The project, developed under the Affordable Housing Policy 2013 in line with the Pradhan Mantri Awas Yojana (PMAY), was meant to fulfil your noble vision of “Housing for All.”
However, because of the gross negligence, mismanagement, and inaction of officials in HRERA Gurugram and the Town & Country Planning Department, Haryana, our lifelong savings and our dream of owning a home now hang in uncertainty.

Possession Promised By: 14.02.2026
RERA Registration: 57 of 2022 — Suspended on 25.06.2024 by HRERA Gurugram
Wildlife Clearance: Not obtained; the project lies within the 10 km eco-sensitive zone of Sultanpur National Park
Punjab & Haryana High Court Order (25.02.2025): Directed the Standing Committee of the National Board for Wildlife (NBWL) to take a final decision within 3 months.
Ground Reality:
Despite collecting ₹42.39 crores from honest, middle-class families since 2022, the builder has not even started construction. Buyers are paying EMIs and rent simultaneously, while no progress is visible on-site.
Shockingly, the builder was allowed to sell and collect money without obtaining Wildlife Clearance (NOC), a clear violation of law and environmental norms.
Neither HRERA nor DTCP Haryana acted in time to verify these approvals, allowing the fraud to continue unchecked.
This systemic failure has betrayed the faith of hundreds of families who trusted this government’s vision and the promise made by you, Hon’ble Prime Minister, under the Affordable Housing Scheme (PMAY).
Our Grievances:
False promises made by the builder about approvals and project timelines.
No construction since 2022 — clear violation of the Affordable Housing Policy, 2013.
HRERA and DTCP Haryana failed to ensure mandatory clearances before granting permissions.
RERA registration suspended, but buyers neither refunded nor compensated.
Mental, emotional, and financial trauma faced by 634 families for over two years.
Our Humble Appeal to the Hon’ble Prime Minister:
1. Direct an independent investigation into the Zara Roma project to fix accountability on HRERA and DTCP officials whose negligence enabled this fraud.
2. Ensure strict action against M/s Mega Infratech Pvt. Ltd. for cheating and misrepresentation.
3. Order immediate refund of buyers’ money with interest, as per the Consumer Protection Act and RERA provisions.
4. Safeguard the credibility of PMAY by ensuring that such violations do not destroy the trust of genuine homebuyers.
5. Form a central monitoring mechanism under the Ministry of Housing & Urban Affairs to review all stalled PMAY-linked affordable housing projects across India.
Why This Matters:
Hon’ble Prime Minister, you promised every Indian a home — “Apna Ghar, Apna Sapna.”
We trusted your vision, booked our homes under this PMAY-linked affordable project, and invested our hard-earned savings.
But due to the inaction of HRERA and DTCP Haryana, this dream has turned into a nightmare. Your promise — the very symbol of hope for the common citizen — is now at risk because of these administrative lapses.
