Greetings of PEACE ...
It is our prayer that this letter finds you in an excellent state of health, mind and spirit as we Filipinos need the leadership that only the president can provide. We congratulate you for an overwhelming and a very convincing victory that was indeed historical in the just concluded election.
We the more than 40,000 living souls in Pangarap Village, North Caloocan City, some of which are families of the loyal Enlisted Men of the AFP and the Presidential Guards Battalion that includes the close-in security of your family and your family's household staff at that time, wish to appeal to your kind heart to please listen to our grievances with the following facts:

A Brief History

During the pre Martial Law days we, together with some of the First Family's household staff, close-in security personnel, the PGB and a couple enlisted men all live inside the Malacanang Park known before as PARGO adjacent to Pangarap Gulf Course, Mabini Shrine and separated from the Palace by just the Pasig River.

After the declaration of Martial Law the Malacanang Park was cleared of all civilian residents and included were the families of the Enlisted Men residing inside the Park. Due to the clearing of residents in Malacanang Park, with the guidance from the Engineering Department of The Office of the President led by then Engineer Francisco Agbulos they form an organization named the Malacanang Homeowners Association Inc, presided by Engineer Francisco Agbulos with Paulino Reguera Jr. as the Vice President and look for a place or parcel of land were we all can be relocated. With diligent searching they found a land in Bo. Makatipo Tala Estate (were Pangarap Village is now) with titles illegally issued as per PD 293 and I quote:

"WHEREAS, the said land is, however, being claimed by the Carmel Farms Inc, on the basis of alleged Sales Certificates and/or Transfer Certificate of Title issued in its favor, but which certificates were recently discovered to have been illegally issued, contrary to the pertinent provisions of Act 1120, as amended, otherwise known as the Friar Lands Act, because of non-payment of consideration and encroachment upon property of the Republic of the Philippines;"

end of quote. It was on this basis that your father our beloved President that time the Honorable Ferdinand E. Marcos gave us the land we cherish through the issuance of PD 293 and I quote:

"NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation 1081, dated September hereby order and decree that any and all sales contracts between the government and the original purchase, are hereby cancelled, and those between the latter and the subsequent transferees, and any and all transfers thereafter, covering lots 979, 981, 982, 985, 988, 989, 990, 991-new, 1226, 1228, 1230, and 980-C-2 (LRC PSD-1730), all Nos. 62603, 6204, 6205, covering lots 1,2 and 3, PCS-4383, all in the same name of Carmel Farms, Inc., which are a consolidation and subdivision survey of the lots hereinbefore enumerated, are declared invalid and considered cancelled as against the Government; and that said lots are declared open for disposition and sale to the members of the Malacanang Homeowners Association, Inc., the present bona fide occupants thereof, pursuant to Commonwealth Act No. 32 as amended."

end of quote. The joy in the hearts of our fathers and that of the members of Malacanang Homeowners Association having their own parcel of land bought from the government at a very low price were unfathomable.

We were all happily dwelling in our lands given through the kind heart of your father to his people but not after the late president Corazon Aquino came into power. It was so unfortunate for us because during that time almost every government official wanted to shatter the legacy of the late beloved president Ferdinand E. Marcos to the Filipino people and that included our dreamland "Pangarap Village". In January 29, 1988 the Supreme Court issued an "en banc resolution that declared and void ab initio in all its parts PD293 because it as unconstitutional. (G.R. No. 70484 January 29, 1988). And because of that Supreme Court decision that nullified PD293, we are now endangered of losing our homes in Pangarap Village, the "legacy" of your late father our beloved President Ferdinand E. Marcos.

It was because of the Supreme Court decision that cases of "Unlawful Detainer" were filed against many title holders and occupants of the said properties. And currently most cases are still pending in the courts and no "Original Title Holder" has yet to lost in the "Supreme Court".

Beloved President Bongbong Marcos, we regret to inform you that while most cases are still in the courts of law, the more than 40,000 living souls of Pangarap Village (Bgy 181 & 182 Caloocan City) are suffering from oppression caused by the personnel of Carmel Development Inc. (CDI). Some of which are as follow:
A) Meralco personnel were restricted to repair electric lines since 2014 resulting to total a block out of the whole area up to the present.
B) Maynilad personnel were restricted to repair a leak that was struck by unknown persons a few meters from the CDI outpost since 2015 resulting to expensive water cost.
C) Main Ingress and Egress for vehicles was closed in 2012 restricting entry of all motorized vehicles including delivery of basic services, emergency medical services and the likes. Said gate closure also resulted in the death of two residences.
D) Drainage systems were bulldozed causing many houses under water especially during rainy seasons (pictures attached)
E) Security guards of CDI often roam the area with high powered short and long firearms. (pictures attached)
F) And the latest was just last August 19, 2022 (Friday) with the following details:
- that at about 2 to 5am while some are preparing for school, office and some still sleeping a group of CDI personnel (with high powered long firearms) came to the "alternate backdoor" and only ingress / egress for vehicles inside side Pangarap Village
- that it was in this period that the said CDI personnel erected a wall in the "alternate backdoor entrance" to stop the ingress or egress of any type of motorized vehicle in Pangarap Village. 
- that simultaneously a sandbag barricade (as if there was a war) was erected less than a hundred meters away from the erected wall.
- that these actions were done with some of the CDI security personnel without name tags and carrying long heavy firearms, roaming in the area and poking guns to the residents taking pictures.
- that pictures of the said happenings to prove our allegations are attached herewith.
- that since Friday (August 19, 2022) entry in volume of basic necessities like Drinking Water, Grocery Items, Ice, Softdrinks, Fish, Meat, vegetables, LPG, and the likes were banned to enter the Village in its only ingress and egress even just by foot.

G) Bgy 182 Chairman Rowel E. Brin filed injunction case in court last December 2022 and a Temporary Restraining Order was also issued. However, CDI personnel still continue to oppress the residents and making illegal, unconstitutional moves while there are still on-going court cases; CDI personnel seems to disregard the rule of law and continue to carry out demolition, grave coercion and threats to villagers. 

H) The latest incident “man-made calamity” was just last March 11, 2023 (Saturday) with the following details:

-          that unlawful demolition of residents and vendors’ properties are continuously executed without court order (pictures attached);

-          that CDI personnel started bulldozing again from the main gate to Banaba Street, and close to Bgy 182 Hall already;

-          that the Maynilad water is continuously leaking causing flood to the affected areas and making it difficult for residents to walk and pass through as it’s very slippery;

-          that due to no electricity and lamp posts from the main gate to the residences, the area is very dangerous at night;

-          that man-made calamity makes it very difficult for all the residents especially the Seniors, Children, Students, Working Parents, Teachers, Vendors, and other Homeowners to go in and out of Pangarap Village.

Finally it is our prayer that this letter reach your eyes and be acted upon for we all believe that you are like your father who love and care his countrymen especially his very own people.
