Subject: The Continuing Consequences of Atrocities in Tigray and the Responsibility of the International Community
We, the undersigned, respectfully submit this petition to the international community, international organizations, international financial institutions, and the Government of Canada to express our profound concern regarding the immense suffering endured by the people of Tigray and the continuing humanitarian, social, economic, and political consequences of the conflict that began in November 2020.

The conflict in Tigray resulted in one of the gravest humanitarian crises of the twenty-first century. Hundreds of thousands of civilians are estimated to have died as a result of violence, starvation, disease, and the collapse of essential public services. Millions were displaced from their homes. Hospitals, schools, religious institutions, agricultural systems, and critical infrastructure were destroyed or severely damaged. Numerous reports by international organizations, humanitarian agencies, and human rights groups documented allegations of mass killings, widespread sexual violence, ethnic targeting, forced displacement, and the obstruction of humanitarian assistance.

Although major hostilities have subsided, the people of Tigray continue to suffer from the devastating consequences of war. Communities remain displaced, health systems remain weakened, food insecurity persists, and countless survivors continue to live with severe physical and psychological trauma. Many victims and their families continue to seek truth, justice, accountability, and reparations.

We are deeply concerned by the inadequate international response to the scale of these atrocities and by the absence of meaningful accountability for those responsible. We are equally concerned that international financial assistance and development financing continue to be provided without sufficient guarantees of accountability, transparency, human rights protections, and justice for victims.

The people of Tigray deserve more than sympathy. They deserve justice, reconstruction, security, dignity, and the assurance that such atrocities will never be repeated.

Therefore, We Call Upon the International Community to:
1. Support Independent International Investigations
Establish and support credible, impartial, and internationally supervised investigations into allegations of genocide, war crimes, crimes against humanity, and other serious violations of international law committed during the conflict.

2. Ensure Accountability
Support national, regional, and international mechanisms capable of holding perpetrators accountable regardless of political office, military rank, or institutional affiliation.

3. Protect Human Rights
Ensure that the protection of civilians, respect for human rights, and adherence to international humanitarian law remain central to all diplomatic, development, and security engagements.

4. Link International Financing to Accountability
Require robust human rights safeguards, transparency measures, anti-corruption mechanisms, and demonstrable progress toward accountability as conditions for significant international financial assistance and development funding.

5. Support Reconstruction and Recovery
Mobilize resources to rebuild hospitals, schools, roads, water systems, telecommunications infrastructure, and other essential services destroyed during the conflict.

6. Support Survivors
Expand access to medical care, trauma counselling, psychosocial support, economic assistance, and rehabilitation services, particularly for survivors of sexual violence, children affected by conflict, persons with disabilities, and displaced populations.

7. Guarantee Humanitarian Access
Ensure safe, unrestricted, and sustained humanitarian access to all affected populations without political interference or obstruction.

8. Strengthen Canada's Leadership
We respectfully call upon the Government of Canada to:

Advocate for accountability and justice in all international forums;
Support independent investigations into alleged atrocities;
Increase humanitarian and reconstruction assistance for affected populations;
Promote the protection of human rights and civilian populations;
Work with international partners to ensure that victims and survivors remain at the center of peacebuilding and recovery efforts.
9. Promote Sustainable Peace
Support inclusive political dialogue, reconciliation initiatives, and long-term peacebuilding efforts that address the root causes of conflict and contribute to lasting stability in Tigray and the Horn of Africa.

Our Appeal
History will judge not only those who committed atrocities but also those who remained silent in the face of immense human suffering. The international community has a moral and legal responsibility to ensure that justice prevails over impunity and that the voices of victims are not forgotten.

The people of Tigray deserve truth. They deserve justice. They deserve reconstruction. They deserve peace and security in their homeland.

We therefore urge all governments, international organizations, humanitarian agencies, financial institutions, and members of the global community to take meaningful and sustained action in support of accountability, justice, reconstruction, and lasting peace for the people of Tigray.

Justice for Victims.

Reconstruction for Communities.
Peace with Dignity for Tigray.
