Prevent Reunification of Charlette's sister with Mom Substantiated for Child Neglect/Death

The Issue

 

On March 13, 2017, 3-year-old Charlette James Dawkins of Blackwood, New Jersey received a fatal injury in her home at the hands of her mother's boyfriend, Travis Graham. Not only did Charlette suffer that fatal injury but previous injurious were found as well. Doctors discovered multiple healing rib fractures and bruises on her forehead, chest, abdomen, and legs. Charlette was pronounced legally dead on March 14, 2017 but remained on life support until March 16th so that her organs could be harvested. Her mother, Kaitlin signed medical authority over to a close family friend and left the hospital with Travis while her daughter was still breathing.

In October of 2017 Kaitlin gave birth to Travis's daughter, E.G., Charlette's baby sister, who was removed from the couple's custody at the hospital and placed with a relative. The couple was unable to keep their child because the New Jersey Division of Child Protection and Permanency substantiated Travis for physical abuse/child death and neglect/medical. They also substantiated Kaitlin (Roysdon) Graham for child neglect/death for failing to make reasonable efforts to protect her child.

Kaitlin later caused issues with this relative.
Resulting in E.G. being placed with the same family friend who took all medical authority for Charlette, where she currently remains in her care.

In February of 2018, her mother, Kaitlin Roysdon, married Travis Graham.

In August of 2018, Travis was charged with Charlette's murder as well as a string of armed robberies committed between 2017-2018 in South Jersey.

Kaitlin was aware of Travis's heroin use, of the armed robberies, and of his ongoing abuse of her daughter, Charlette. Kaitlin's mother, Renay Rodriguez, told NJ.com that she confronted Kaitlin in January of 2017 about the abuse, threatening to call DCPP, and Kaitlin cut off all contact with her. The next time Renay saw her granddaughter was in a hospital bed on life support. Since her interview, Renay has changed her stance. She now is supporting Kaitlin's excuses of being abused by Travis, which Kaitlin has admitted did not begin until after Charlette's death, as her reasoning for failing to save her daughter's life. Kaitlin is also financially unstable. She recently was evicted from her apartment. Her vehicle was repossessed. She now drives a vehicle provided by her mother and relies on her mother to help pay her bills. Kaitlin and her mother have shown a long history of volatility in their relationship. Multiple examples of this has been documented by screenshots on public Facebook posts. It is only a matter of time before they fall out again, leaving Kaitlin to fend for herself.

Kaitlin is scheduled to attend court in mere weeks. DCPP has expressed its intention to reunify E.G. (now age 2-1/2) with her mother, despite Kaitlin being deemed partially responsible for E.G.'s older sister's death by DCPP.

Members of the family, close friends, and others are highly concerned about E.G.'s safety with Kaitlin Graham, who continues to demonstrate poor decision making behavior and a tendency to become romantically involved with unstable individuals displaying anger issues and a marked lack of self control. Examples of his behavior, including making thinly veiled threats to strangers, has been documented by screenshots on public Facebook posts.

Under no circumstances should E.G. be reunited with her mother. E.G. is flourishing in her current placement, which is the only home she has really ever known. E.G's current care giver, who recently became engaged to her longtime partner, has consistently provided a stable, loving home for E.G., which Kaitlin can never do.

This family cannot endure the heartbreak of burying a second child. We implore you: do not reunite E.G. with her biological mother.
