Beth Lynne Hoskins is violating her probation, uphold the law and send her to jail.

The Issue

Beth Lynne Hoskins is the most prolific animal abuser in New York State history. And yet, it's the horses that keep being punished.

The horses relied upon the system for justice. The system failed. Now, they are relying on us to free them from their abuser.

Beth Hoskins was convicted of 52 counts of animal cruelty in July, 2013. Even though all sentencing recommendations from the DA’s office and the probation department were for jail, Judge Douglas Marky decided to give her 3 years probation. He let her keep 39 of her horses for the time being, many of whom she was convicted of abusing, and took no stand on what to do with the rest still in Erie County SPCA custody.

For roughly 10 years 73+ horses have stayed in their filthy, manure filled, 10 by 12 stalls, where they live 24/7/365. Lack of exercise, lack of sunlight, lack of social interaction with other horses and humans alike have caused them to be in an almost feral mental state. Most are scared to be touched, brushed, haltered and worst of all, many have never run in a pasture. Sleeping in manure filled stalls has led to severely matted hair and dreadlocked manes which pull at their skin. Many of the older mares suffer from a sway back after being bred over and over while scrounging for nutritious food that never comes their way. Water is given as a rare luxury rather than provided at all times like the necessity that it is.

Inspections on the farm were conducted for roughly 3 years. Complaint after complaint was filed stating that the conditions in the past are still occurring yet nothing was done. Now that she has been convicted and sentenced not a single inspection has been done. If she couldn’t properly care for them under heavy scrutiny of humane law enforcement in the past what makes Judge Marky think she is caring for them now?

Judge Marky ordered an independent veterinarian to conduct monthly inspections as one of the requirements of Hoskins' probation, but more than four months have passed since sentencing and Judge Marky has yet to appoint a veterinarian.

The system has failed these horses, and the system thinks no one cares... it's just horses. The Erie County SPCA is on the brink of settling in civil court and has decided to allow her to keep some of the horses.
