”Din hund kan avlivas om kraven inte är uppfyllda. Om din hund reser med felaktig eller ofullständig dokumentation så kan hunden nekas inträde i Sverige eller i värsta fall avlivas direkt. I vissa fall kan hunden sättas i karantän som du som ägare får betala för. Det är alltid ditt ansvar som djurägare eller importör att se till att alla krav är uppfyllda. Därför är det viktigt att du i mycket god tid före resan tar reda på vad som gäller.” - Jordbruksverket

Sedan 2020 har jordbruksverket ställt hårdare lagar för hundar och katter som kommer in i Sverige, även inom EU. Lagarna gäller även för svenska medborgare och hundar/katter som bodde i Sverige innan de reste utomlands. Jordbruksverket accepterar inte ens hemkarantän, utan de avvisar bara djur som saknar dokument. Jordbruksverkets beslut beror på att rabies situationen har blivit sämre i vissa länder som ex. Iran, Turkiet, Irak, Spanien osv. De vill därför minska rabies spridningen och följa EU’s rekommendationer och regler. Men EU’s regler säger inget om avlivning av djur. 

Jordbruksverket har sen dess avvisat många djur och även beslutat avlivning. Deras beslut har därefter påverkat många olika familjer, eftersom husdjur blir oftast en familjemedlem i varje familj. Att säga ”vi måste avlida ditt djur” är som att säga ”vi måste avlida din familjemedlem” och det låter inte mänskligt. Detta har hänt för både hundar och katter (kolla gärna Aftonbladet eller fråga tullen för bevis) i Sverige. Jag fick reda på att det var en katt förra året som kom till Sverige med ett intyg som hade gått ut några månader innan katten reste tillbaka till Sverige, därefter hade tullen stoppat katten och berättat att att hon/han behöver avvisas eller avlivas. Under den perioden var nästan alla flyg inställda och det var omöjligt att åka tillbaka. Kattens familj var väldigt upprörd och oroliga, detta ska aldrig behöva hända någon. 

Ibland behöver djuren sitta i karantän så länge att de blir sjuka. Jag och min familj har varit i samma situation och det fanns absolut inget undantag, Jordbruksverket förstod tyvärr ingenting av vår situation.

”Skicka tillbaka hunden utomlands för ett blodtest eller avlivning” sa de till oss. ”Det är upp till resenären att veta det” sa de till oss när vi berättade att vi inte visste om att blodtestet krävdes för att återvända till Sverige. 

Reglerna måste ändras. Vi kan inte låta avlivning av djur, speciellt inte friska djur. Ingen familj ska behöva gå igenom det där, ingen.

”Your dog can be killed if your dog doesn’t meet the requirements. If your dog is travelling with fake or uncompleted documents to sweden then the dog will be stopped by the customs or in worst cases be killed directly. In some cases the dog will be put in quarantine which you as an owner have to pay for. It’s always your responsibility as an owner to make sure your dog meets the requirements and laws. Since 2020, Jordbruksverket have had stricter laws regarding dogs and cats entering sweden, even if you come from an EU country. The laws also apply to Swedish citizen and dogs/cats who lived in sweden before they left the country. Jordbruksverket even refuses to accept home quarantine for pets, they just deport animals who have missing documents. Jordbruksverkets decision regarding the strict laws depends on the fact that the rabies situation has gotten worse in some countries (such as Iran, Turkey, Spain) in the past few years. Therefore they want to reduce the spread of rabies in the country and follow the EU laws. But the EU laws do not mention anything about killing dogs. 

Since then, Jordbruksverket has deported a lot of animals and even made the decision of killing the dog/cat. These decisions affected a lot of families because of how pets are seen as a family member.  “We have to kill your pet” is exactly like saying “we have to kill your family member” and that doesn’t sound right to me. This has happened to both dogs and cats (You can read aftonbladet or ask the customs for evidence). I found out that a cat who came back to sweden last year with a certificate that expired a few months before the arrival, was given the option of either leaving the country or killing the cat. Almost all flights were cancelled during that period and it was impossible to leave the country. The family of the cat were extremely worried and exhausted, no one should have to experience such a thing. 

Sometimes the pets have to stay in quarantine for so long that they become sick. Me and my family were in the same situation and they told us that there are no exceptions, unfortunately jordbruksverket understood nothing of our situation. 

“Send the pet back for a bloodtest or we will have to kill the animal” they said to us. “It’s up to the passenger to know these things” they said to us after we explained to them about how we weren’t aware of the rules. 

The rules have to change. We cannot allow the murder of animals, especially not healthy animals. No family should have to go through that, no one.
