Reduce Riverstone HOA Fees

The Issue

Johnson Development controls and manages the HOA at Riverstone. In spite of the continued record growth of the community and addition of numerous households, the HOA fee continues to increase every year. This petition is to get signatures from Riverstone residents to ask the HOA to comply with the following:   

  • Justify the increase in fees for 2016 in detail and how the increase in fee will correspond to an increase in services and amenities (increased pool hours, safer intersections, cleaner community, etc) excluding landscaping. 
  • Provide full transparency into all income and expenditure and access to operating budgets at all times. 
  • Provide bid documents showing why FirstService Residential was selected to manage the HOA, a copy of the contract between FirstService and Johnson Development that includes their scope of work and service level agreements. 
  • Implement a tool for residents to submit complaints and track their progress towards resolution. Create and publish service levels for FirstService to resolve complaints/repairs in a timely manner failing which they will be monetarily penalized and the funds deposited into the HOA budget to offset future costs. 
  • Provide a list of cost savings ideas that can be implemented based on majority (51%) resident approval.  
  • Provide details on how the Riverstone Resident Council was selected and their tenure and responsibilities. 
  • Provide documents showing the last time the landscaping service was competitively bid out, copies of all bids submitted, justification for selecting current provider and a copy of the current contract. Also detail how the landscape company's services are monitored and audited. 
  • Conduct competitive bidding (at least 3 qualified bidders) for any equipment/services that cost over $10,000. 
  • Communicate via a HOA - Resident meeting all future increases 120 days in advance of the fees being due. This meeting must be held over a weekend or after working hours on a weekday at the Riverstone Clubhouse to encourage resident participation.
