Even at-home parents will be gone until around 3:30 getting kids from school. If they trick or treat with their kids and the other parent is still at work, no one will be home to hand out candy. Also, working adults without kids are not likely to come home early just to accommodate trick or treaters, so this will mean many houses in the neighborhood with no one home.
