To the best of our knowledge, there is not a village ordinance dictating Williams Bay trick-or-treat times. To the best of our knowledge the time is based on a request by the Williams Bay Police Department to accommodate their Halloween party/costume contest which is scheduled from 5:00 p.m. to 7:00 p.m. at the Williams Bay Elementary School. As residents of the Williams Bay community, we are requesting that the Williams Bay Village alter the times for trick-or-treating to 4:30 p.m. to 7:30p.m., or have Halloween trick-or-treating to be designated to a Sunday for the following reasons:

1. To coincide with other community trick-or-treat times (• Delavan: 4-7 p.m. • Walworth: 4-6 p.m. • Fontana: 4:00-7:30 p.m. • Delavan township: 5-8 p.m. • Elkhorn: 5-7 p.m. • Darien: 4-7 p.m.) This would alleviate the number of trick-or-treaters coming to Williams Bay first.

2. Williams Bay Elementary Students are attending class until 3:15 p.m.; the last bus drop off is at 4:20 p.m., after school care is provided until 6:00 p.m., the popular trick-or-treating neighborhoods commonly consist of both working parents.

3. Trick-or-treating is not only a community event, it is a family event in which people connect with their friends and neighbors. The scheduled 2014 time for trick-or-treating will put a burden on working parents and ultimately force our own residents out of their community to trick-or-treat in other towns.
