Convince MI lawmakers to oppose section 298 of the Health and Human Services FY17 budget

The Issue

Section 298 would result in the largest cut to behavioral health services ever in Michigan, $300 million would be cut from these programs. These programs care for mentally and physically disabled citizens by working on their skills, caring for their needs, and by providing healthy human interaction. These people deserve the high quality care they get in publically managed care facilities. Section 298 would want to privatize these facilities, which would cause many problems. This would limit access to care for these citizens, and some states have even seen an increase in costs to keep facilities operating. The quality of care is also often lower in these cases, many times they use fail first practces on medications, which can cause a persons medical and mental states to suffer. Section 298 also claims it will better integrate care, this is simply not true. Integrated funding does not equal integrated care. The citizens served in Michigans behavioral healthcare system have needs outside of traditional healthcare, and they would likely not fit into a physical healthcare model. Many of the citizens who have mild or moderate disablities in the behavioral healthcare system are often shoved into the traditional healthcare model, and most only have medicaid for insurance. Medicaid consistantly underperforms when compared to publically managed behavioral health services. Health plans often aren't very comprehesive in working outside the traditional medical health realm, and many citizens suffer from this. Maintaining the public safety net is critical for Michigan's most vulnerable. Michigan's behavioral healthcare system is interwoven into the fabric of the communities in which they work. It maintains a clost relationship with eduation, law enforcement, and many other community establishments, private entities do not have the same obligations to the communtiy. I hope you see now that Section 298 does much more harm than good for the citizens of Michigan. Many  people who are currently being served by the behavioral health system would suffer from this, some may lose any care they have completely. Together we can make sure that these people have the best care that they can get, because they deserve the best.
